About the Program 

Abt Global implements six (6) Australian Government Programs in PNG. These programs are;

Australia PNG Economic Partnership (APEP)  Australia PNG Subnational Program (APSP)  PNG-Australia Transition to Health (PATH)  PNG Partnerships for Improving Education (PIE)  PNG Women’s Lead (PNGWL)  PNG Australia Institutional Partnerships Program (PIPP) 

 

About the Opportunity

Reporting directly to the Chief Operations Officer, the Senior Grants Manager will lead the Grants Management Shared Service team in supporting six Abt service delivery programs. The role ensures all grants are implemented effectively, compliantly, and efficiently. The role is responsible for providing strategic advice for grant making and grant management in accordance with the Commonwealth Grant Rules and Guidelines. The role will set Abt Global’s grant management standards and drive a strategic and cohesive approach to grants management across the company. The position will work closely with Team Leaders and Program Managers responsible for managing grants.

 

Key responsibilities 

The Senior Grants Manager will work to support a “whole of Abt PNG” approach to establishing and maintaining an effective and efficient integrated operating environment for granting.

The Senior Grants Manager is responsible for the following:

Leadership and Strategic Advice

Provide strategic advice to programs to ensure the management of grants complies with the regulatory framework, in particular the Commonwealth Grant Rules and Guidelines and relevant operational standards. Provide specialist technical advice on all three phases of grant-making and grant management (Pre-award, Implementation and Closure) to programs to ensure effective risk management.  Maintain high-level oversight of grants to ensure a holistic understanding and consistency of the Abt PNG grant portfolio. Support effective and consistent stakeholder engagement with external stakeholders including AHC and grant partners. Work with programs to identify the appropriate delivery modality for activities.

Grants Management

Support Programs’ review and assessment of grant related documentation. Support and capacity build senior program managers and grants finance team members. Provide technical advice to programs for grants tracking and document management to ensure grant records are maintained. Work with teams to ensure all programmatic, corporate risk and fraud issues are proactively identified, reported, and managed following corporate policies and procedures. Provide interface between Abt Corporate and programs on grant matters including provision of strategic advice to the Abt Head Office to ensure policies, templates and related grants processes meet program requirements.

Systems and Processes

Manage the development and implementation of contextualised policies, processes, and templates to improve efficiency and effectiveness to meet programs and DFAT regulatory requirements. Establish a grants management systems and protocols for information tracking and document management.

Training

Develop a grants management training framework suitable for both internal and external grant management users. Develop training customised for both internal and external audiences on grants management. Deliver training on a periodic and ad-hoc basis to specific internal and external audiences. Other duties as required.

Key deliverables

Provision of strategic advisory services on grant making and grant management. Maintain current and fit for purpose Grants Policies, Procedures and Templates. Develop a training framework for internal and external audiences on grant management and deliver these periodically throughout the year and when required. Implement a grants management system to ensure compliance, efficiency and tracking of grants. High level program reporting.

About You 

For applications to be considered, a response to the key selection criteria below must be provided. 

Post graduate qualifications in law, social sciences, management, accounting, finance, or a related discipline. Excellent knowledge of grant management processes (end to end) and regulatory frameworks including the Commonwealth Grant Rules and Guidelines and with a particular emphasis on financial management (and audits). Demonstrated extensive (10+ yrs) senior management experience in the establishment and implementation of grant programs (funded by international organisations) with the capacity to offer high level strategic grants management advice, particularly in the PNG context. Significant relevant professional stakeholder engagement experience dealing with a broad range of partner organisations including Government, INGOs, academic and research institutions, private sector and community based civil society organisations and special interest groups, especially in a cross-cultural context. Ability to work both independently and as part of a team to achieve goals with the tenacity, and the ability to deal with multiple projects across a range of stakeholders.
