Duties Description Under higher level supervision, the incumbent will perform the following essential functions:• Review and analyze cost and statistical data reported by health care providers; perform financial and statistical analysis to determine compliance with statutory spending requirements; address program reporting requirements; and perform cost data or desk audits to ensure accuracy of filings.• Review and analyze cost and statistical data reported by health care providers; perform financial and statistical analysis to determine appropriateness for statutory waivers and determine viability of the information presented; assist with the coordination of review activities; and oversees databases utilized by the program to collect and analyze the submitted information and the results.• Analyzing statistical data and developing reports for senior staff, and external stakeholders, regarding financial penalties and statistics associated with the program’s activities; and tracking, databasing and utilizing financial data for the program to utilize when assessing penalties and making recommendations to program partners and senior staff.• Communicating verbally and in writing with facilities regarding program policy and reporting standards; Assisting facilities and external stakeholders with meeting reporting standards and developing and updating guidance documents utilized by the program.
Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Fiscal Analyst, Grade 18.OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Fiscal Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.Health Care Fiscal Analyst Trainee 1: A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing.Health Care Fiscal Analyst Trainee 2: A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing and one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.Senior Health Care Fiscal Analyst: A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing and two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.Preferred Qualifications: Experience in a role requiring fiscal or quantitative analysis and exceptional research and analysis skills.
