Role of a Senior Health Plan Analyst 

Under limited general direction, this role provides consultation and information to management by assisting with a wide variety of complex projects involving the design, delivery, reporting, analysis, financing, ongoing management, and communication of the Recology benefits program. It also interfaces with the broker, vendors, and employees. 

Essential Responsibilities 

Oversees various benefits programs, including medical, wellness, dental, life, and disability insurance. Manages the benefits renewal process, including communication and implementation. Ensures compliance with contractual agreements and facilitates timely updates. Builds and maintains relationships with third-party vendors for service quality and accurate information. Manages eligibility feeds for health benefit vendors and ensures system updates are in place. Resolves non-routine problems and researches policy and contract issues. Manages governmental reporting related to non-retirement benefits (e.g., 5500, 1095C). Writes reports and queries and maintains procedural documentation. Develops and distributes legally required notices and benefits communication materials. Continually assesses and improves processes to streamline and automate workflows. Assists with the RFP process for new vendors and benefit programs. Analysis of employee utilization data to enhance benefit offerings. Evaluates benefit program designs and propose cost-effective recommendations. Coordinates benefit program rollouts and new vendor implementations. Assists with the development of benefits program strategies for various employee groups. Designs and organizes employee benefit meetings and fairs to improve understanding of benefits offerings. Works on People & Culture projects with team members. Provides backup support for Health Program Benefit Specialists when necessary. Other duties as assigned. 

Qualifications 

Four plus years of in-depth conceptual and practical knowledge and experience in health benefit plan operations for plans with over 500+ participants, are required. Ability to oversee and direct the workflow of other team members and train other team members using own expertise knowledge. Ability to project manage with attention to detail as well as use analytical skills to solve problems. Listen to and build customer relationships; increase customer satisfaction and ensure commitments are met. Understands and is able to follow COBRA, HIPAA, ERISA, PPACA and other benefit related laws. Strong communication (oral and written), organization, collaboration, documentation, and presentation skills. Strong math skills to determine benefits, payments, and perform analyses of benefit plans. Bilingual English/Spanish (Speaking, Reading & Writing) preferred. Computer application proficiency, including Microsoft Office suite of applications and using data to inform and set priorities and identify challenges/opportunities. Advanced Excel and Word skills. HRIS System and query report (e.g., Hubble, JD Edwards) experience. CEBS or GBA certification preferred. High school diploma or GED required. Bachelor's degree preferred. Valid driver’s license required.
