This position can be housed in any of the following Central Region counties: Citrus, Hernando, Lake, Marion, Sumter, Orange, Osceola, Hardee, Highlands, Polk, Brevard, and Seminole.
DESCRIPTION
This is a highly responsible professional position requiring expertise in the Economic Self Sufficiency program areas, including extensive knowledge of program concepts, Federal & State laws and regulations and the FLORIDA computer system. The individual occupying this position is responsible for ensuring that policies and procedures of the ESS programs, as assigned, are administered correctly. Programs that may be included are Food Assistance (SNAP), Temporary Assistance Needy Families, Medicaid, Refugee Assistance, Adult Assistance Payments, and Public Benefit Integrity. This is accomplished by maintaining close liaison with the State Program Office and Regional Operations staff.
QUALIFICATIONS
+ Knowledge of the principles and techniques of effective communication; office procedures and practices; basic arithmetic.
+ Ability to deal with the public in a tactful, courteous and effective manner; speak clearly and correctly; listen effectively; record and evaluate data relating to applicant employment or assistance for health care or community services; understand and apply applicable rules, regulations, policies and procedures relating to applicant employment or assistance for health care or community services.
+ Review data for accuracy and completeness; organize and maintain filing systems; perform basic arithmetical calculations; plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others.
EXAMPLE OF WORK
Duties include but are not limited to the following activities:
+ DATE ANALYTICS : Provides operational support and technical assistance of data systems and reports, provides operational support and technical assistance through creation of AdHoc reports using Microsoft Excel, QLIK, SQL Server, Microsoft ACCESS, Smartsheet’s, Microsoft forms, Visio, Microsoft MapPoint, Dynamics or other database programs used for planning or workload management purposes and provides operational support and technical assistance with timely and accurate data reports.
+ TECHNICAL ASSISTANCE AND CONSULTATION : Provides professional assistance and consultation to all levels of Department of Children and Families staff to resolve problems arising in program eligibility, service provision and policy implementation. Provides technical assistance on FLORIDA and all data support system and reports. Develops program information, data reports and analysis of process and performance information on a regular basis for distribution to staff and the community regarding program objectives, policies, changes, etc. Serves as a program advisor to the Program Administrator, Operations & Mgmt Consultant Mgrs, and Circuit/Region Administration by providing program information and keeping them informed of various issues and decisions. Assists with the development and implementation of the quality management and assurance plan in conjunction with other ESS staff.
+ PROGRAM PLANNING, DEVELOPMENT AND COORDINATION : Assesses, plans, develops, organizes, schedules, and delivers pre-service, in-service, community partner, and other training modules based on operational needs and requests within the Region. Develops grant proposals and other documentation required for special projects and experimental program operations. Develops specific policy and procedures for special projects and programs. Assures identification and development of community resources for utilization by Operations staff. Works closely with other Program Offices to facilitate integrated delivery of services across program lines. Coordinates policy/procedural matters as appropriate. Develops program goals, objectives, and assists in developing operational plans including Corrective Action Plans. Assesses, plans, develops, organizes, schedules, and delivers pre-service, in-service, community partner, and other training modules based on operational needs and requests within the Region. Develops grant proposals and other documentation required for special projects and experimental program operations. Develops specific policy and procedures for special projects and programs. Assures identification and development of community resources for utilization by Operations staff. Works closely with other Program Offices to facilitate integrated delivery of services across program lines.
+ POLICY AND PROCEDURES : Interprets, coordinates and communicates program policies and procedures developed by the State Program Office to Operations staff on a continuing basis concerning the ESS programs. Develops, interprets, coordinates and communicates program policies and procedures specific to the Region Operations staff on a continuing basis. Compiles statistical reports and prepares correspondence as requested. Receives and acts upon input from Operations staff on policy related matters. Acts as a liaison identifying local needs and problems; analyzes and researches policy and procedures for recommended changes in cooperation with the State Program Office. Acts as liaison to other community agencies and serves as primary spokesperson on program policy within the community.
+ Coordinates policy/procedural matters as appropriate. Develops program goals, objectives, and assists in developing operational plans including Corrective Action Plans.
+ Performs other related duties as assigned including, but not limited to assuring compliance with the mandatory requirements in Section 215.422, F.S., and Chapter 3A-24 of the Florida Administrative Code.
