Job Description SummaryFor Grid Solutions, HVDC  Substations represent a key differentiating technology and a central focus for the business, particularly in Europe where Transmission System Operators have very ambitious renewable energy targets.

In this context, Grid Solutions is looking for a Senior Tendering Engineering Manager who will oversee the technical coordination and management of technical tenders of the entire HVDC substations.

The Senior Tendering Engineering Manager  will be accountable of the proper performance of the design in terms of engineering cost, deadlines, and quality on the complete Engineering scope of the Substation’s tender.

Job DescriptionSenior Tendering Engineering ManagerProject managementScope of work & time scheduleAccountable for consolidation of technical tender deliverables list issue with submission dates and global time schedule of tender engineering activities.Issue Engineering DOR with the split of the engineering scope of work between all involved project partiesPerform the follow up of critical activitiesLead and ensure the coordination between all GE technical teams involved in the tenderTime delivery masteringSupport Engineering Discipline Leaders to anticipate and mitigate delivery issuesEnsure technical disciplines are Coordinated in terms of interfaces and synchronizationLead and animate the technical coordination sessions, design reviews and technical validation meetings

Budget and ResourcesAccountable for the definition of the project engineering budget in term of man-hours and resources

Tender strategy & risk managementDefine the tender technical strategy and ensure that it is followed by all involved GE technical tendering teamsConsolidate the whole project technical risks & opportunities and the corresponding mitigation/ action planImplement a design freeze process for the tender and validate the design freeze following relevant design reviews and technical risks assessment for the projectelaborate the execution design strategy in collaboration with the Project COE ITO Engineering leader and Project COE OTR Engineering Operation leader and the support of a Project Engineering Director. with the project COE engineering operation leader and the support of a project engineering director.Participate to project strategy elaboration with Project DirectorEnsure implementation of EMH guidelines

Customer relationshipAccountable for the compliance to customer technical requirements, he/she organizes the clause by clause analysisEnsure with discipline leaders compliance to customer requirementsConsolidate technical queries to customer Ensure that answers to customer queries are consistent and check cross impact of commentManage customer technical meetings

Document & configuration managementOrganize with the proposal Manager the technical document management for the project: deliverables list, Q/R follow up, technical offer consolidationValidate and check consistency of the engineering documents before final release to customer and to other functionsCoordinate the way to Track & manage identified or potential deviations

Pre-engineering expeditingAccountable for the on-Time Delivery of the tender engineering deliverablesCheck effectiveness of design against contract requirements and look for global cost optimizationApprove transmittal of documents to customerReview and validate the Bill of Quantities. Ensure that relevant BOQ are communicated to sourcing, logistics, construction.

Process & ToolsEnsure deployment of Engineering tools (CAD, costing tools)Organize Design review plan and manage design reviewIntegrate EHS requirements

QualityComply with Quality Procedures, work instructions and Processes in EMH Report or resolve any non-conformances and process in a timely manner

Health and SafetyImplement design freeze and EHS in designDemonstrate EHS leadershipActively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.

Desired Profile and Experience10 + yrs of Engineering activities in EPC type environment in T&D, Power Gen or O&G industryMastering of some engineering processes such as: Civil work, Plant configuration, control &protection hardware, System & performance studies or Electrical designSuccessful experience in project technical managementStrong influencing and relationship building skillsKnowledge of project execution risks and financial processesWillingness to travel worldwide.Demonstrated presentation skills and ability to succinctly communicate complex messagesDemonstrated ability to lead in an unstructured environment and deliver resultsFlexibility, operational problem solving, innovation, focus to resultsDemonstrates ownership & accountability, judgment and decision making, influences & inspires team, creates a vision and strategy, and has passion for the role
