This project will modernize and enhance the legacy federal and local billing system which creates billing for cost reimbursement to MDOT from the Federal Highway Administration, the Federal Aviation Administration, and local agencies.Skills Required Understands the strategic direction of enterprise and the supporting IT systems and architectures. Maintains knowledge of emerging technological trends and utilizes this knowledge to educate both IT and the business of opportunities to build better IT solutions that support and drive business decisions. Assists in the definition of the architecture and technology needs of the organization based on new and emerging technologies, and establishes priorities and strategies consistent with business goals and economic viability. Establishes foundation architecture for organization to standardize on hardware and software usage. Serves as a consultant and advisor to senior IT leadership on advanced technologies and evaluates the business impact through cost/benefit analysis. Recommends and incorporates technology with long-term business plans. Transfers knowledge of key learnings throughout the enterprise, and establishes and communicates strategic and technological plans.Skills Preferred Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Software Engineer capabilities with 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, performs a variety of complicated tasks, may lead and direct the work of others, may report directly to a project lead or manager, a wide degree of creativity and latitude is expected.Experience Required •Documented 4 years (in experiential section of resume, not “summary area” experience programming in the JBOSS Enterprise SOA environment including JBOSS Workflow and Drools Business Rules engine. •Documented 8 years (in experiential section of resume, not “summary area”) experience developing complex computer systems using Java. •Documented 8 years (in experiential section of resume, not “summary area”) experience developing complex computer systems using java IDEs such as Eclipse. •Documented 7 years (in experiential section of resume, not “summary area”) experience programming in SQL and/or PL/SQL. •Documented 7 years (in experiential section of resume, not “summary area”) programming in Spring Framework 3.0. •Documented 7 years (in experiential section of resume, not “summary area”) programming in projects using Hibernate/JPA framework. •Documented 2 years (in experiential section of resume, not “summary area”) programming in projects using Jquery Javascript framework. •Documented 5 years (in experiential section of resume, not “summary area”) participating as a programmer/analyst in projects using CMM/CMMI Level 3 methods and practices.Experience Preferred •Experience working closely and effectively with business clients and developing cordial, productive relationships based upon trust and mutual respect. •Business and user requirements analysis experience including facilitation of group sessions, personal interviews and documentation. •The design, prototyping and development of user interfaces for Web-based applications. •Testing design including data requirements, process and methods for unit, integration and UAT testing. •Financial systems design and development.Education Required  Education Preferred This position prefers a Bachelor's Degree in Computer Science, Information Systems, or other related field, or equivalent work experience and requires 7 to 10 years of IT work experience.
