Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Senior Librarian (Technical Processes) position in the New York State Library (NYSL). Under the direction of the Associate Librarian (Technical Processes), the incumbent of this position is responsible for supporting the New York State Document Depository Program and the regional Federal Depository System in New York State. Duties of this position include, but are not limited to, the following:• Maintain adherence to State and federal requirements to ensure access to state and federal information including management and processing of State and federal documentation in all formats;• Create serials control records for government publications, oversee the check-in process of those materials, and work to identify and acquire missing publications; • Perform original cataloging for NYS government publications using Resource Description and Access (RDA) and according to CONSER guidelines;• Classify government publications in line with established NYS Library policies and standards;• Create NACO headings for NYS government agencies;• Collaborate with Digital Services to make sure born digital publications are properly archived and preserved following NYSL policies and procedures;• Provide support and outreach to New York State agencies regarding deposit of their official publications to the NYSL;• Respond to questions and provide guidance to selective federal depository libraries in New York State regarding the FDLP;• Manage the NYSL’s eXchange team and process to ensure compliance with the Government Publishing Office (GPO) eXchange program;• In collaboration with the Regional Coordinator and Preservation Unit, ensure the NYS Library is in compliance to serve as the Preservation Steward for selected titles;• In coordination with the Digital Services Unit, review, create, and maintain content on the NYSL’s website and social media platforms related to the New York State Document Depository Program and compile and distribute emails related to the programs and services;• Provide support to Reference Services for research inquiries related to government documents; andConduct site visits and/or online trainings to New York State Government agencies and Selective Federal Depository Libraries across New York State to educate and engage stakeholders and support the programs
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Librarian 1: Candidates must have a master’s degree from a program accredited by the American Library Association • Librarian 2: Candidates must have a master’s degree from a program accredited by the American Library Association AND one year of full time post-degree professional librarian experience.• Senior Librarian (Technical Processes): Candidates must have a master’s degree from a program accredited by the American Library Association AND two years of full-time post-degree professional librarian experience in a medium to large library environment where your primary duties includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; working with digital content, processes, policies, storage and access; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS, or METSAll candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian (Technical Processes).Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience in a medium to large library environment where your primary duties includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; working with digital content, processes, policies, storage and access; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS, or METS. Provisional candidates must take the examination for Senior Librarian (Technical Processes) when it is next offered and must be reachable on the resulting eligible list to maintain employment.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.Preferred Qualifications: Preference may be given to candidates who have previous experience with SirsiDynix’s Integrated Library System, acquisition of serials, creating serials control records, original cataloging, and familiarity with the Federal Depository Library Program (FDLP).
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment, permanent, non-competitive appointment, or temporary, provisional appointment. Provisional candidates must take the examination for Senior Librarian (Technical Processes) or Librarian 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a Master’s Degree accredited by the American Library Association AND work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. Current starting salaries:• $55,152 (Trainee 1- NS equated to SG-15)• $61,516 (Trainee 2- NS equated to SG-17)• $68,523 (Full Performance level SG-19)This position leads to a maximum salary of $87,032 based on annual performance advances and traineeship advances.
