Jhpiego is hiring a Senior M&E Officer to support USAID Tubeho project, MPOX Response and RISE Marburg Virus Disease (MVD) Response in Rwanda.
This role offers a dynamic opportunity to support high-impact health projects in Rwanda, contributing directly to the response to MPOX and Marburg outbreaks and strengthening the country's overall public health capacity. The Senior M&E Officer will play a crucial role in ensuring the projects are both effective and adaptable to evolving challenges. The Senior M&E Officer will work with USAID Tubeho project and RISE project staff to support both Tubeho project and RISE project.
Activities overview
The position will be the primary in-country focal point of efforts to improve the collection and use of data for monitoring progress toward the achievement of the national MPOX and Murburg response in Rwanda . This will include identifying and creating data collection systems that produce relevant MPOX and Murburg data, as well as performing data quality checks and analysis that encourages the use of data for strategic decision-making.

Responsibilities
The following are the key deliverables, duties and responsibilities of the Senior M&E Officer:
Main deliverables:
• Submit monthly progress report summarizing status on all other deliverables on time
• Conduct assessment on MPOX and Murburg data management including MPOX and Murburg data reporting in HMIS in government and private clinics
• Prepare and participate in MPOX and Murburg integrated campaign and submit short report
• Manage and Analyze MPOX and Murburg services data to better understand the current situation of diseases.
• Contribute in development of M&E strategies, frameworks, plans and indicators to capture program performance and results in support of the USAID Tubeho project MPOX and RISE Murburg M&E plans
• Regularly visit project sites to provide hands-on support for the implementation of M&E initiatives and Identify potential areas where adjustments might be necessary to enhance effectiveness.
• Collaborate with zonal and districts teams to assist in planning and executing M&E systems and activities includes supporting data-driven decision-making processes and ensuring accurate results reporting.
• Capture program outcomes, achievements, challenges, and lessons learned for his assigned zonal
• Conduct fundamental data analysis using software tools such as Excel, SPSS, and STATA.
• Participate in data validation meetings at the hospital level, contributing to the process of ensuring data accuracy and consistency.
• Provide support to health facilities in maintaining data quality, includes activities like data review, triangulation, and conducting data quality audits.
• Generate regular reports on a weekly, monthly, and quarterly basis to share with supervisors, offering insights into ongoing activities and progress.
• Oversee the advancement of research activities in assigned zonal and Maintain comprehensive records of research undertakings and produce periodic and ad hoc reports, as necessary for investigators, administrators, funding agencies, and regulatory bodies.
• Ensure that all training-related information is accurately recorded in the designated Training Information Management System.
• Engage actively in internal project meetings at zonal level. Share insights, challenges, and lessons learned from the implementation of activities.
• Fluency in English, Kinyarwanda. French is an added advantage.
• Support all other duties as necessary, as assigned by the Supervisor

Required Qualifications• Master’s in Public health, Informatics, Statistics, Economics or related social science;
• At least 7 years of applied skills in designing and implementing M&E activities and special studies for integrated public health programs that include maternal, neonatal and child health or related programs;
• Proven expertise in quantitative and qualitative methodologies, operations research, health management, information systems, reporting, data quality assessments, data analysis and presentation;
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access, the health management information system (HMIS), community information system (SIS-com);
• Demonstrated understanding of health facilities and community-based family health services and M&E practices in Rwanda including deep understanding of Rwanda structures for managing outbreaks and public health crises.
• Experience with Outbreak Response: Previous involvement in projects or responses to infectious disease outbreaks (e.g., COVID-19, Ebola, Marburg, MPOX, etc.).
• Experience working on projects that focus on strengthening health systems or addressing public health emergencies.
Other competencies:
• Works collaboratively with colleagues to achieve organizational goals;
• Fluent in English and Kinyarwanda both written and oral.
• Basic understanding of French is preferred; and
• Ability to work under pressure, observing deadlines with a focus on results.
• A team player with the ability to work in multi-disciplinary teams.
