Department Overview
The Global Compliance Business Transformation Enablement team supports the effective and sustainable execution of the Enterprise Regulatory Compliance Management (RCM) Framework. The Enterprise RCM Framework operationalizes OSFI Guideline E-13 Regulatory Compliance Management (Guideline E-13) and provides an overview of the Bank’s risk-based RCM Program to manage applicable regulatory compliance risk. The RCM Framework sets out the structures, processes and key control elements through which Risk Owners and Oversight Functions globally are expected to manage and mitigate regulatory compliance risk inherent in their business or corporate segment activities. Most RCM processes produce data on the adequacy of, adherence to and effectiveness of the day-to-day controls, which is used to determine whether the bank is in compliance with applicable regulatory requirements enterprise wide. Therefore, as part of its mandate, Compliance Business Transformation Enablement and Data team is responsible to support the data quality management of the RCM information by developing data solutions including automations to centralize data, processes, and reporting, as well as support the evolution of RCM metrics, including trends, forecasting and root cause analysis.

Job Description
The Compliance Business Transformation Enablement and Data department, serves as a centralized function for managing the intake, assessment, prioritization, planning and implementation of business capabilities, processes and reporting supporting our Global Compliance partners. A streamlined and efficient stakeholder engagement framework is used to ensure that all relevant considerations (requirements, impacts, constraints, cross-dependencies, strategic direction) are factored into prioritization decisions and in deciding on the implementation approach.
In partnership with the Non-Financial Risk, Enterprise Governance, Risk, and Controls organization, Risk Platforms and Technology, this role will assist in the development and implementation of technology solutions roadmap for analytical, reporting and automation solutions to support Global Compliance in meeting our regulatory expectations, increasing efficiencies, and mitigating compliance, data, and operational risks. We are looking for someone to embrace a broad range of tasks associated with requirement gathering, application, systems, and reporting solutions to address business challenges in Global Compliance, while applying sound data quality controls and infrastructures compliant with TD data standards and requirements. Sitting in this position will help expand your Compliance knowledge, strengthen your expertise, and introduce you to the inner workings of our business alongside a team of seasoned, diversely skilled Compliance professionals.
The Senior Manager, Compliance, Business Transformation Enablement will drive the implementation of various initiatives in the Global Compliance Segment an end-to-end lens towards delivery and integration. Additional job details are summarized below:
Support end-to-end delivery across all impacted business and technology groups in support of the Global RCM and Enterprise Governance, Risk and Compliance programs.
Active involvement and support throughout the various stages of the project delivery cycles, from intake and prioritization, to analysis, requirement clarification, requirement documentation, planning and production implementation.
Provide timely and effective communication on project/initiative status, analyses and findings to leadership and various stakeholders.
As a member of the Compliance Transformation Office, participate in the definition and enablement of Compliance business capabilities through a build and execution of a multi-year strategy and roadmap in partnership with Platforms & Technology, Operational Risk Management, all 3 lines of defense, and other eGRC stakeholders within TD Bank Group.
Identify opportunities to automate business processes or testing large sets of data and improve the quality of analytics and reporting for Compliance.
Understand and manage cross-stream interdependencies.
Provide support in alleviating roadblocks throughout all stages of delivery.
Assist in formulating recommendations regarding delivery approach after consultation with key stakeholder groups on estimated effort, resource availability, cross-program dependencies, and other implementation constraints.
Escalating issues and impediments accordingly to effectively drive delivery.
May entail opportunities to rotate onto other initiatives within Compliance or Risk Management as business priorities and demands arise.
Job Qualifications
Undergraduate or advanced technical degree in Math, Engineering, Finance, Information Technology, or Computer Science; a graduate degree is preferred.
10+ years of diverse experience in requirement gathering, application and system development, reporting solutions, and vendor collaboration to address business challenges in Risk, Compliance or organizations of the same size and complexity.
Proven expertise in implementing data quality controls and adhering to enterprise data management standards.
Hands-on experience with Archer, ServiceNow, or other industry-leading Integrated Risk Management (IRM) and Governance, Risk, and Compliance (GRC) solutions is required.
Ability to analyze large volumes of information, identify key clarifications, and determine next steps.
Proficiency in SQL, Python, or related query languages.
Expertise in reviewing, debugging, and troubleshooting complex relational data. Advanced knowledge of reporting and BI platforms, tools, and techniques. Experience with PowerApps, Platform (Apps and Automate), Alteryx, Tableau, or Databricks is a plus.
Experience with Agile methodologies, particularly Scrum, is an asset.
Proven ability to identify and resolve performance and process bottlenecks.
Strong track record in independently coordinating and completing complex enterprise projects. Ability to manage multiple priorities in evolving and ambiguous environments.
Excellent coaching and advisory skills for clients, partners, and project teams.
Strong personal and professional integrity, aligned with TD’s vision and brand protection.
Exceptional organizational skills, including tracking dependencies, resolving outstanding issues, and structuring meetings effectively.
