Senior Manager, Contracted Research

The Senior Manager of Contracted Research is responsible for development of Contracted Research opportunities; Serves as ABS primary liaison with key research partners (university, labs, private organizations), provides regular interaction with the government agencies and organizations providing research funding to support Contracted Research activities; and coordinates activities relating to the execution of contracted research projects. 

What You Will Do:

Serve as Primary Liaison with research partners and government funding organizations.   Lead other managers of contracted research business development that be assigned as part of the organization. Be responsible for development of Contracted Research opportunities, reporting directly to a Director of Business Development or the VP of Business Development.  Provide support as needed to the President of Contracted Research (and subordinate directors/manages of contracted research execution)   Lead proposal development and business capture teams as directed by leadership of Business Development and/or the Contracted Research organization. Coordinate business development capture efforts with the broader ABS organization, especially around development of scopes of work, project work and staffing plans, and budgets, including required Delegation of Authority approvals for proposals. Develop and maintain overall strategic business development plans for growing the contracted research portfolio, especially larger opportunities operating major research programs and centers for government and commercial organizations. Collect, collate, analyze and disseminate government funding intelligence information to VP Contracted Research and VP of Business Development as required.  Work closely with the Government Contracts Administrator on proposal pricing and contract terms review and approval with ABS Legal Represent ABS at key government, academic, and industry events related to maritime innovation and research.

What You Will Need:

Education and Experience

Bachelor’s degree in Engineering is required. Twelve (12) years relevant experience, with a minimum of seven (7) years working directly with maritime government organizations, research activities and supporting project efforts.

Knowledge, Skills, and Abilities

Research network connections with executive leaders in government, academia, and industry. Understanding of how research opportunities are solicited by the government, academic institutions, and private institutions/entities. Working knowledge of ITAR, FAR, EAR and similar regulations as they relate to job function.  Excellent ability to communicate orally and in writing, complex and unique technical issues, as well as present them to clients and at public forums.  The ability to identify, analyze and solve complex and unique programmatic issues.  Strong familiarization with MS Office software, in particular Word, Excel, and Power Point Ability to obtain a working knowledge of the ABS Health, Safety, Quality & Environmental Management System.

It Would Be Nice If You Had

Advanced degree in Engineering or Technical field is preferred. 

Reporting Relationships:

Reports directly to a Director of Business Development or the Vice President of Business Development or Government Services.
