This Senior Manager, Contracts will primarily support the Navy portfolio within the Electro-Optical InfraRed (EO/IR) Solutions SSBU. Responsibilities will include managing a team and closely partnering with the Program Manager, the Chief Engineer, and the functional program team members to review and understand the contractual requirements and support the preparation and submission of various production proposals, as well as competitive proposals for new business.  Other programs this individual is expected to support include EO/IR products for the Triton platform, V-22 aircraft, and CH-53K helicopter.

As the designated Lead of the Navy EO/IR portfolio, this role will require a person who is strategic in thinking of long-term growth, as well as a person who can oversee multiple, diverse customer accounts and programs. The Senior Manger role will report to the Associate Director, Contracts for the Army, Navy, and International Portfolio on EO/IR Solutions.

What You Will Do:

Advise on contract implementation discussions to ensure compliance with internal policies/procedures and the regulatory environment, while ensuring business/financial goals are achieved. Lead proposal activities for new development competitive efforts for the next gen EO/IR on the CH-53K helicopter. Support development and production contractual efforts for the MQ-25 EO/IR with various customers.  Develop new customer relationships while also strengthening existing relationships to ensure key customer desires are met. Identify risks, assessing performance requirements scope applicability, advising management of contractual rights and obligations, and managing the contracts in the portfolio post-award.  Interface with customers during the contract execution phase and must be prepared to advise the program team in carrying out the terms of the contract, offering results to mitigate contractual/program risks, Act as focal point of contact with the customer for all contractual matters, change management, and driving contractual issues to closure. The successful candidate will work well in a challenging and exciting environment. 

Qualifications You Must Have:

Typically requires A University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years’ experienceExperience in contract management in areas such as proposal cost structure, performance requirements, delivery schedules, and terms and conditionsExperience with U.S. Government (USG) contract types and / or commercial contracts terms and conditionsExperience with FAR, DFARS, etc. and related government regulationsThe ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
