General Summary:

Qualcomm's Brussels government affairs team is looking for an experienced advocate and policy leader to advance key public policy priorities in the areas of 5G, emerging technologies, intellectual property, competition law, international trade and other matters.

As senior member of Qualcomm’s European Government Affairs team, you will develop and implement a political and strategic agenda to advance Qualcomm global policy agenda in Europe especially on Strategic priorities. You will shape Qualcomm’s Government relations and public policy agenda in Europe through strategic engagements and partnerships with key policy and political leaders regarding the importance of innovation. You will be crafting and executing strategies with the European Institutions and especially The European Commission, the European Parliament, European Governments, European Regulators, European standards organizations, industry associations, and think-tanks. You will closely work with cross-functional teams to strategically advise on the impact of European policies on Qualcomm’s products, technology and business roadmaps and build strategic coalitions and alliances to align business interests.

The role is for a policy leader who is able to combine complex legal, technical and business issues and transform them into impactful political, policy and advocacy strategies around 5G & 6G, emerging technologies, intellectual property, competition law, international trade and other matters.

Responsibilities will include:

Enhance Qualcomm’s visibility as a thought leader in Brussels on emerging technology policy issues.Facilitate alignment between policy messaging and business objectives.Represent Qualcomm at key events and in engagements with officials.Develop and implement strategic relations with policy makers and industrial players to advance Qualcomm policy agenda. This requires implementing a short, mid and long-term strategic plan.Oversee the political engagement with institutions and stakeholders.   Develop and manage strategic relationships, political advocacy programs, public policy activities, and engagement with industry associations and Think Tanks in Brussels and EU capitals.Represent Qualcomm’s interests and positions in key industry events and conferences, industry associations, think-tanks and industry partnerships.

Skills/experience that we are looking for:

10+ years of relevant experience working on technology, telecoms and digital policies in Europe and/or regulator.Deep knowledge of EU institutions and a strong and established network of policy makers and opinion leaders in Europe.Strong political, technical, legal and analytical skills, with an understanding of the interplay between regulatory, technology and economic policies.Excellent writing and communication skillsMulti language competence preferred.Developed interpersonal and multicultural skills.Proven international negotiating skills and management skills.Flexibility to travel international.

Education requirements:

Master's degree in law, economics or political science.

Minimum Qualifications:

•    Bachelor's degree in Government Affairs, Business, Political Science, Public Policy, Public Affairs, Engineering, Legal, or related field.
•    5+ years of Government Affairs, Communications, Industry Associations, or related work experience.
