Meet the teamThe Senior Manager, Product Compliance is a key member of the Risk Management team, focusing on the assessment and oversight of payment services products for PayPal UK Limited (PPUK). You will ensure that all products are designed, launched, and maintained in alignment with regulatory requirements, including FCA regulations, Consumer Duty, and Payment Services Regulations (PSRs). Acting as the bridge between product teams and regulatory compliance, you will provide expert guidance to mitigate risks while supporting innovation. Ideally you will combine technical knowledge of regulatory frameworks with strong analytical skills and a customer-centric mindset to drive compliant and sustainable product development.

You will play a critical role in assessing and managing the risks associated with payment services products offered by PayPal UK Limited (PPUK). With a focus on maintaining compliance with FCA regulations, Consumer Duty, and payment services regulations, you will ensure that new and existing products align with regulatory requirements and the institution's risk appetite.
Responsibilities
Risk Assessment & Analysis:
Conduct comprehensive risk assessments for new and existing payment services products.
Identify and evaluate regulatory, operational, and reputational risks across the product lifecycle.
Collaborate with cross-functional teams to embed risk mitigation measures into product design.
Regulatory Compliance:
Ensure adherence to the FCA Handbook, Consumer Duty principles, and Payment Services Regulations (PSRs).
Act as the regulatory subject matter expert, providing guidance to product development teams on compliance obligations.
Monitor regulatory developments and advise on their potential impact on products.
Consumer Protection & Duty:
Embed Consumer Duty requirements into product governance, ensuring fair outcomes for customers.
Assess the customer journey, pricing, and disclosures for compliance and transparency.
Lead efforts to identify and address potential harm to consumers, including vulnerable customer groups.
Governance & Reporting:
Maintain a robust product risk framework, ensuring effective oversight and reporting to senior management and the board.
Prepare risk and compliance reports, including thematic reviews and remediation plans.
Support audit and regulatory reviews related to product risk management.
Stakeholder Engagement:
Partner with first-line product teams to build awareness of regulatory requirements and risk best practices.
Liaise with second-line compliance and legal teams to resolve complex regulatory matters.
Represent the institution in discussions with the FCA and other external stakeholders as needed.
Job requirements and Interpersonal skills
In-depth knowledge of FCA regulations, including the FCA Handbook and Consumer Duty.
Strong understanding of Payment Services Regulations (PSRs) and associated risks.
Proven experience in a product risk, compliance, or similar role within the payments or eMoney sector.
Ability to translate complex regulations into actionable product design recommendations.
Skilled in building risk frameworks and conducting detailed risk assessments.
Excellent communication and stakeholder management skills.
Additional Skills:
Bachelor’s degree required with 7-10 years of experience.
Strong computer knowledge; excellent MS Word, Excel, and PowerPoint skills.
Professional certification in compliance, risk, or financial services (e.g., ICA, CISI).
Experience with consumer protection frameworks and managing interactions with the FCA
