We are seeking a highly motivated and experienced professional to join our Risk Management team as a Senior Manager of Risk Management specializing in Non-Financial Risk. This role will sit in the 2nd Line of Defense, providing independent oversight, challenge, and advisory to 1st Line activities. The successful candidate will play a critical role in ensuring robust risk management practices, particularly in areas such as Risk and Control Self-Assessments (RCSA), risk identification, Key Risk Indicators (KRI), and new product/initiative risk assessments.
Key Responsibilities Oversight & Challenge:Provide independent oversight and challenge to 1st Line risk management activities, ensuring alignment with the organization’s risk appetite and policies. Evaluate the adequacy of risk identification, assessment, and mitigation strategies implemented by the 1st Line.
Risk & Control Self-Assessments (RCSA) Management:
Lead the oversight of the Risk and Control Self-Assessment (RCSA) process, ensuring comprehensive identification and assessment of risks and controls across business units. Review and challenge the adequacy of control design and effectiveness assessments.
Risk Identification & Analysis:
Collaborate with stakeholders to identify and assess operational and non-financial risks across processes, systems, and activities. Execute and manage gap assessments and provide recommendations for addressing deficiencies in risk management practices.
Key Risk Indicators (KRI) & Reporting:
Develop and monitor Key Risk Indicators (KRIs) to provide actionable insights into emerging risks. Prepare and deliver clear and concise management reporting on risk trends, key exposures, and mitigation activities. Review and provide recommendations for changes to internal limits, risk tolerance, and key risk indicators. Preparation of bi-weekly and monthly management and committee materials.
Corporate Strategy, Risk Appetite and Planning Contribute to the review/update of risk management strategies and action plans. Contribute to the periodic reviews of the Canada Branch’s strategy, operating models and operations, the risk appetite framework and risk management framework.

New Product/Initiative Risk Assessments:Provide independent challenge and oversight for new product and initiative risk assessments, ensuring thorough evaluation of potential risks. Ensure appropriate risk mitigation strategies are embedded before approval and implementation. Co-ordination with regional risk teams on new and ongoing initiatives.
Operational Resilience:
Support oversight of operational resilience frameworks, including business continuity, incident management, and recovery plans. Review and challenge the adequacy of resilience testing and risk mitigation strategies.
Policy Development & Implementation:
Manage the development and enhancement of risk management policies, standards, and frameworks. Ensure policies are effectively communicated and implemented across business lines. Manage the annual review and update of risk management related policies, frameworks, procedures and desktop manuals.
Stakeholder Collaboration:
Act as a trusted advisor to business units, providing guidance on non-financial risk management practices. Build and maintain strong relationships with key stakeholders across the organization.
Regulatory Affairs:
Familiarity with regulatory requirements and expectations related to risk management and operational resilience in financial institutions (e.g. OSFI B-10, B-13, E-21, E-4, Integrity & Security, etc.). Liaise with local regulators (when necessary) and participate in industry groups. Proactively monitor the external environment and the Bank’s risk exposure for adverse impacts to risk policies / procedures and recommend changes as appropriate. Qualifications Experience: Minimum of 7–10 years of experience in non-financial risk management, operational resilience, or a related field within the financial services industry. Technical Skills: Proven expertise in RCSA, risk identification, gap assessments, KRIs, and management reporting. Application skills: Experience with Integrated GRC Platforms (e.g. RSA Archer, MetricStream, ServiceNow, SAP, RCM, etc.), and business analytics services (e.g. Excel VBA, PowerBI, Tableau, SQL, Python, SAS, etc.). Analytical Skills: Strong analytical and problem-solving skills with the ability to identify, assess, and mitigate risks effectively. Communication: Excellent written and verbal communication skills, with experience presenting to senior management and other stakeholders. Education: Bachelor’s degree in Finance, Business, Risk Management, or a related field; advanced degree or certifications (e.g., CFA, FRM, PRM) are a plus.
Preferred Qualifications:
Experience conducting risk assessments for new products, services, or initiatives. Strong project management and organizational skills. Knowledge in data management and or technology risk would be an asset. Key Competencies
