Senior Manager - Infrastructure

Job Purpose:

The Senior Manager – Infrastructure (Traffic) is responsible for managing transportation and traffic-related infrastructure across the company portfolio. This includes ensuring master plans align with current and future road networks, addressing traffic challenges, and collaborating with authorities to implement sustainable mobility solutions. Additionally, the role involves reviewing third-party developer requests, assessing their impact on infrastructure and traffic, and providing strategic recommendations to ensure compliance with the company master plans and infrastructure standards.

 

Key Responsibilities:

Master Plan Updates:  Ensure the company master plans incorporate existing and future approved road networks, corridors, and transportation systems. Population and Land Use Forecasting:  Assess projected population growth and land use trends to identify major growth corridors and transportation needs. Transportation Analysis and Planning:  Conduct detailed planning studies to analyze current and future transportation challenges and propose strategies for improvement. Evaluate infrastructure capacity and provide recommendations for network optimization to address congestion and future growth. Traffic Impact Assessment for Third-Party Developers:  Review third-party developer proposals and assess their impact on the company infrastructure and traffic systems. Provide technical guidance and recommendations to ensure alignment with the company master plans, zoning regulations, and traffic standards. Stakeholder and Authority Liaison:  Collaborate with RTA and other authorities to secure approvals for transportation and traffic plans associated with the company and third-party developments. Engage with internal and external stakeholders to align infrastructure planning with broader urban development goals. Traffic Access Coordination:  Define and coordinate traffic access requirements for the company projects and third-party developer plots for inclusion in official documentation, such as Affection Plans. Reporting and Documentation:  Draft technical, administrative, and financial reports on transit systems, infrastructure studies, and traffic impact assessments. Ensure timely and accurate completion of all documentation related to infrastructure and traffic projects. Infrastructure Policy Compliance:  Ensure all third-party developments comply with the company infrastructure policies, guidelines, and government regulations. Monitor deviations from master plans and work with developers to address non-compliance effectively. Research and Development:  Research innovative traffic management solutions and propose strategies for sustainable, efficient transportation systems. Stay updated on new regulations, technology advancements, and best practices in traffic and infrastructure planning. Task and Resource Management:  Oversee the timely and cost-effective delivery of traffic-related tasks, ensuring quality and adherence to regulatory standards. Manage resources efficiently to meet project goals and operational requirements. Collaboration and Integration:  Work closely with internal departments, external consultants, and contractors to integrate transportation and traffic plans seamlessly into the company developments. Traffic Modeling and Analysis:  Utilize traffic modeling tools and software to simulate and analyze the impact of new developments and proposed infrastructure changes. Recommend enhancements based on model outcomes to optimize traffic flow and reduce congestion.  

Qualifications:

Education: Bachelor’s degree in Civil Engineering, Urban Planning, Transportation Engineering, or a related field. Master’s degree is preferred. Experience: Minimum 8-10 years in traffic and transportation planning or infrastructure development, with at least 3-5 years in a leadership role. Experience in assessing third-party development impacts on infrastructure and traffic systems. Skills and Competencies: Expertise in traffic impact studies, infrastructure planning, and transportation regulations in Dubai. Strong analytical skills for evaluating infrastructure capacity and transportation challenges. Proficiency in traffic modeling tools, GIS, and transportation planning software. Excellent stakeholder management and communication skills for effective collaboration with authorities and developers. Strong project management skills, with the ability to prioritize tasks and deliver on tight deadlines.  

Key Performance Indicators (KPIs):

Timely approval of traffic impact assessments and related infrastructure studies. Successful integration of updated transportation systems into master plans. Effective resolution of infrastructure and traffic challenges arising from third-party developments. Reduction in traffic congestion within the company developments. Delivery of accurate and comprehensive reports within established timelines.
