Summary This position is responsible for directing and coordinating the Maintenance of Equipment Department’s activities in the design, development, implementation, maintenance, training and system support of the Asset Management Systems: Rolling Stock Maintenance System (RSMS) and Maximo for the entire Maintenance of Equipment Department. In addition to RSMS and Maximo, this position is responsible for the identification and development of all computer hardware, software, and training requirements for the M of E Department. This position also serves as the primary link between M of E and the Information Technology Department for current and future system development and maintenance and will define M of E requirements to ensure proper integration and linkages of various corporate systems. This position functions also oversees maintenance of computer and reporting information application systems, and the management and oversight of the Fleet Analysis & Document Control Section tasked with developing, analyzing, monitoring and reporting on equipment reliability performance to department management. Responsibilities: Responsibilities may include but are not limited to: + Plan, direct, and control the operation and maintenance of the M of E Department’s asset management systems: rolling Stock Maintenance System (RSMS) and Maximo. Direct all activities for M of E that are required to develop system requirements through a series of structured sessions with user personnel as well as with designated representatives from Procurement and Information Technology Departments. + Plan and direct system design sessions with users as well as with Information Services Department and the Information Technology Department and the Information Technology development sub-contractor to produce detailed design specifications, screen designs, system logical design and interfaces to all existing and new on-car systems. + Direct the design and implementation of strategies for the assessment of system performance and function. Plan and direct the installation and use of the system through coordination with the Information Technology Department and Maintenance of Equipment labor forces. + Maintain a staff of highly skilled personnel in Information Systems Development and Maintenance Trend Analysis. Aligning the departments information group's operation closely with the LIRR’s initiative to improve the quality and effectiveness of the M of E Department's record keeping supporting the key mission and daily effort of providing safe and reliable equipment for service. + Develop strategies for the rollout of departmental and organization wide training to all system users, both within and outside of the Maintenance of Equipment Department, obtain feedback from all users and prepare detailed specifications for changes, enhancements and additional system interfaces. + Develop and coordinate procurement of technology related products and services for the M of E Department in support of the Long Island Rail Road Strategic Technology Plan. + Direct the execution of the LIRR Safety Policy within the Information Resources Groups. Qualifications • Master’s degree and 8 years of progressively increased managerial experience in a computer operations/industrial/management environment with an understanding of issues related to shop layout, production planning and scheduling, manpower requirements, and work and repair methods. • B.S. Degree in Management, Administration, Computer Science or related technical/business field of study and 10 years of progressively increased managerial experience in a computer operations/industrial/management environment with an understanding of issues related to shop layout, production planning and scheduling, manpower requirements, and work and repair methods or 14 years extensive, diverse prior Rolling Stock technical maintenance experience with increased managerial experience in a computer operations/industrial/management environment with an understanding of issues related to shop layout, production planning and scheduling, manpower requirements, and work and repair methods experience may be considered. • Understanding of regulations and procedures relating to car maintenance practices. Must have extensive knowledge of corporate systems, statistical and analytical procedures, systems analysis and design and data analysis. Must possess strong and effective verbal, written and interpersonal communication skills along with the ability to motivate people. • Extensive knowledge of theoretical and practical applications of computer systems, programming, and computer standards, including concepts of Cycle Based Maintenance and AAR, CFR, and FRA requirements. • Broad knowledge of rail operations, sensitivity to customer needs, and sensitivity to potential impacts of erroneous data inputs and reporting on political/public perceptions, knowledge of budget development and management. • Working knowledge of Federal, State and local oversight agencies. Entities in the management of Computer Application issues and specialized training program implementation. • Broad experience in dealing with and managing third-party contractors and vendors for consultant level computer and system requirement, and the ability to manage third-party contracts. • Experience in designing, analyzing and developing system specifications and maintaining system modifications to support the arrival and subsequent maintenance of the M7/M9 fleets and deploying computer initiatives such as interactive electronic manuals and wayside monitoring systems to be utilized by LIRR maintenance personnel Other Information In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
