Job Description:

World Vision LAOS (WVI-L) has recently been awarded 1,500,000 USD grant from the New Zealand Ministry of Foreign Affairs and Trade (MFAT) Grant, and World Vision International New Zealand to implement the Samoui Nutrition Action Project (SNAP) in Samoui District, commencing on 6th August 2020 to 25th June 2025 and SUAN project aims to enhance nutrition and food security through sustainable and nutrition-sensitive climate smart agriculture (NS-CSA).  

Both programs, the SNAP and SUAN projects will be implemented in Saravan province. The SNAP project will improve nutrition outcomes, particularly for young women and children under five, by addressing key determinants of malnutrition with a strong focus on the first 1000 days of life, improving dietary intake, infant and child feeding and care practices, and changed hygiene practices, gender relations at household level and adolescent transition to adulthood in 15 villages in Smoui District and the SUAN project will be operated in 18 villages across three districts, Lakhonepheng, Vapi, and Toumlarn. The SUAN Project has an overall Objective of improvement food and nutrition security of rural households through the following Outcomes: 1) Improved access to sufficient and diverse foods year-round; 2) Improved dietary & care practices among Women of Reproductive Age (WRA) (15-45 years) & Children Under Five (CU5); and 3Improved gender equity and disability inclusion for increased participation in nutrition-sensitive, climate-smart agriculture.

To support the learning and extracting impacts on these projects, WVI-L seeks to hire a Senior M&E Coordinator will be responsible for monitoring and evaluating including quality data collection and reporting of projects to ensure activity implementation in project areas are conducted according to the projects’ log frames. The Senior M&E Coordinator will work in sharing time of 50/50 across SNAP and SUAN projects and report directly to the Head of Province with matrix report to NO MEAL Manager, and will work closely with the SNAP and SUAN Projects Managers and Operation Manager in ongoing monitoring and periodic reporting of relevant projects.

Main responsibilities

Coordination of project monitoring and evaluations (periodically, annually, mid-term, final) conducted at provincial, district and village level, ensuring accurate and timely data collection following the projects’ M&E Plan Build capacity and coach project staff of both projects in Saravan Province on M&E requirements and standards to ensure quality data collection & reporting. Support reporting to the Government including Project Implementation Management Committee held quarterly at districts (DIMC) and semi-annually at province level (PIMC), and reporting to project donors Train and mentor staff in using monitoring tools based on a digital platform, e.g., tools on android phones and online data repository using Kobo Toolkit and associated systems Support staff training and mentoring for internal evaluations and to facilitate external evaluations Support project data management, including data analysis for periodic reporting to different stakeholders (donors, WVI-L internal system, Government) and for communication products Support practice of using evidence to support learning by stakeholders at province/district/
village level to enhance households’ nutrition, based on documented lessons from project activities, with guidance from NO M&E Manager, Projects and Operations Manager. Undertake field trips to target districts supporting technical needs for accurate data collection and lead collation and presentation of data for donor and PIMC/DIMC reporting Assist in any other tasks that contribute to the development and roll-out of the project M&E system

Major Responsibilities:

Monitoring, Evaluation, Reporting and Communication

Establish and maintain effective project reporting, monitoring, evaluation, and communication systems.  Submit timely accurate and professional reports that meet donor and WVI-L requirements

Develop annual reporting outputs for public communication and internal use (dashboard, story maps, etc).

Ensure SUAN and SNAP projects’ database is updated and linked to project outcome indicators

Learning Evidence

Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.

Establish a mechanism for knowledge sharing between district offices, and SO.

Collaboration and Coordination

Manage proactive and responsive relationship with Project Partners, Government stakeholders, and other partners in the field, under the guidance of the SUAN and SNAP Project Managers

Networking and Advocacy

Support WVI-L to take a leading role in advocacy opportunities for Nutrition in Laos through the provision of quality data and evidence of impact

Required Education, Professional Experience

Bachelor or equivalent degree of epidemiology, public health, social sciences, economics or a relevant discipline. Degree or training in monitoring & evaluation, or program/project planning. At least 3 years’ experience in program/project planning and/or design, monitoring, and evaluation Demonstrated competency in implementing assessments/evaluations, including:

designing assessment/evaluation methodology, data collection and analysis tools

managing data collection in the field analyzing data

Excellent computer skills (Excel) data base and data analysis software with demonstrated experience working with data analytical software (Epi Info, SPSS, KOBO/Survey CTO, PowerBi) Demonstrated experience in monitoring and evaluation of development work, including program logic, indicators, log frames, theory of change, and community empowerment Ability to work strategically, and to function efficiently and effectively with little day-to-day supervision, Good analytical/problem solving skills and an eye for detail Excellent management and administrative skills, including use of Microsoft office Ability to provide technical guidance, to train and mentor operations staff, and to work collaboratively and respectfully with others Good oral and written communication skills in English and Lao and good report writing skills Willingness to travel to the districts and villages on a frequent basis

Travel and/or Work Environment

The Senior M&E Coordinator will be based in Saravan Office with frequent field travel to five districts, Vapi, Toumlarn, Lakhonepheng and Samoui and the target villages. 

Excepted to travel 50% of the time
