Senior Measures Development Expert
**POSITION SUMMARY** The Senior Measures Development Expert is responsible for executing the development and use of quality measures for NQF and The Joint Commission programs, providing input and content expertise to measures development teams on measurement methods. The Senior Measures Development Expert will also lead NQF projects such as those related to diagnostic excellence and measures development, as well as support NQF’s domestic and international engagements related to value-based payment for health systems and countries. In addition to providing measures development expertise, responsibilities include managing project teams; ensuring projects are on time and within budget; and overseeing and monitoring project direction, milestones, budgeting, and forecasting. The position will also contribute to new business development opportunities and proposals. The Senior Measures Development Expert participates on NQF’s Senior Leadership Team that partners with the Executive Team on NQF policy development, implementation, and overall employee engagement. **ESSENTIAL DUTIES AND RESPONSIBILITIES** + Provide technical guidance to project teams on the development of next-generation measures and measure infrastructure, including the use of digital clinical and patient-reported data at scale. + Oversee and be accountable for flagship NQF initiatives, ensuring that project leads deliver specific grants and contracts on time with excellence. Provide strategic and management direction to project leads. + Represent NQF with external stakeholders and influencers, including through speaking and writing, to further NQF’s impact, partnerships, and business opportunities. + Develop and inform new product and project ideas, collaborating cross-departmentally at the enterprise level + Supervise, empower, and mentor staff to generate ideas, proactively solve problems, and ensure ownership and accountability. **POSITION QUALIFICATIONS** **Education/Certification:** **Advanced degree in public health, healthcare administration, healthcare management, or health policy** **Experience:** + Minimum of 10 years of relevant experience, including knowledge of quality measurement methods, measure development, measure implementation opportunities and barriers, and public and private sector use of measures in programs + Minimum of 5 years of experience managing people, budgets, and projects + Minimum of 5 years of experience leading, managing, coaching, and mentoring individuals and/or teams and holding staff accountable for results + Deep understanding of how to design, test and use quality measurement as critical levers for improving outcomes, affordability, and equity; knowledge of technical and implementation challenges and proven track record of working with stakeholders to overcome these challenges + Proven track record leading and managing multiple complex projects and competing priorities to achieve optimal results + Demonstrated experience developing budgets and forecasts for projects and managing utilization targets + Demonstrated communication skills, including writing, presentation and persuasion skills for external audiences evidenced through speaking engagements and/or roles forging consensus across multiple stakeholders + Strong knowledge of healthcare policy and policies to advance quality and equity in health care; familiarity with the technical aspects of assessing quality and equity, including data collection and exchange of race and SDOH data, is preferred **Skills/Abilities:** + Ability to provide strategic and holistic view of opportunities for an organization + Ability to guide teams on project organization, execution, risk management, continuous improvement and completion of deliverables. + Active listener with mastery in fostering an environment for the development of new ideas and solutions and proactively mitigating problems + Ability to effectively facilitate change and encourage others to follow + Strong analytic thinker and communicator who can present complex issues in a logical, compelling way both verbally and in writing + Strong leadership and modeling of effective collaboration and interaction with internal peers and subordinates, as well as external stakeholders, to achieve objectives + Excellent meeting facilitation and presentation skills + Authentically displays joy in the collaborative process and fosters enthusiasm for the work, cohesion, and enjoyment among staff NQF is an Equal Opportunity/Affirmative Action Employer.
