Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

We are hiring a Senior Mechanical Engineer to work at our client site at Tyndall Air Force Base in Panama City, Florida.

Primary responsibilities

Review construction contractor and 3rd party A-E submittals and provide recommendations to the (contracting officer's representative) COR concerning acceptabilityReview and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contractReview contract and construction deficiencies and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlementMake appropriate recommendations with supporting documentation to CORMake technical interpretations of drawings and specifications and provide engineering determinations on whether methods and materials employed meet the requirements of contract specifications, and make appropriate recommendations to CORReview contractor’s records of work accomplished, and materials used and report findings to the CORReview project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available. Provide written comments to the CORUtilize the Resident Management System to prepare and submit reporting information, in accordance with the District and Area Office protocolsReview and provide technical recommendations on Requests for Information (RFIs)Attend various meetings associated with the Tyndall Re-build construction programPerform pre-award Biddability Constructability Operability Environmental Sustainability (BCOES) reviews and design package reviews for Design-Build contract supportWork independently on large projects and collaborate with other senior engineers from USACE/USAFApplies a practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are completeConduct job site construction inspections and complete inspection reports for several concurrent construction projects to monitor contractor compliance with engineering plans, specifications, contractual obligations, and governing laws and regulationsPerform other duties as neededPreferred QualificationsMaster's Degree in Mechanical Engineering disciplineMechanical PE licenseMinimum of 15 years of relevant experienceA minimum of 10 years’ experience as a structural engineerGulf Coast engineering and high wind environment experiencePrior Base on Site (BOS) and/or DOD experienceExperience on large complex multimillion dollar DoD construction projectsExperience with USACE Resident Management System (RMS,)Required Qualifications
Bachelor's degree in Mechanical Engineering A minimum of 10 years in mechanical system design of commercial or institutional buildings Professional Engineer (PE) license Strong knowledge of Microsoft Office, MS Project and AutoCAD Demonstrated leadership skills, previous team coordination and project management experience Previous experience with an architectural/engineering or engineering consulting firm An attitude and commitment to being an active participant of our employee-owned culture is a must
