Requisition ID: req57031 Job Title: Senior Monitoring, Evaluation, and Learning (MEL) Officer Sector: Monitoring & Evaluation Employment Category: Regular Employment Type: Full-Time Open to Expatriates: No Location: Beirut, Lebanon Work Arrangement: Job Description The Senior MEL Officer will be responsible for maintaining data and reporting for the Protection sectors; Protection rule of law, Women protection and empowerment and Child protection , and act as the focal point to monitor the progress of the program activities across all projects, as implemented directly or with partners. The Senior MEL Officer will coordinate with the partners on MEL Capacity sharing.The main objective of the position is to ensure accurate information is gathered in a timely manner, according to the tools and processes established within the M&E Framework. Major Responsibilities: MEL in Strategy Development of MEL Documents · Support the Senior MEL Manager in developing a Results Framework for grants and projects in line with sector leads, and grants teams. · Develop Project Based Logical Frameworks, through communicating with Partners, Sector Leads, and Technical Advisors · Develop the appropriate and relevant MEL plans for projects in line with IRC’s templates through working with partners, and internal stakeholders. · Develop MEL workplans for projects, and sector-based activities, focused on Partner Engagement, field presence and capacity sharing. · Elaborate the needed Indicator Tracking Table per Project/Grant and ensure that indicators are well traced and framed in line with the information management team. · Contribute in developing MEL toolkits for sectors, projects, and partner-based activity, in line with existing frameworks and effective communication with stakeholders. · Support the Senior MEL Manager in developing the MEL IRC Guidebook. · Work with Partnership team to develop a capacity sharing workplan with partners engaged in project activities. · Support the Information Management team in developing data flow mapping for grants and activities. · Support in developing Learning Documentation, Exercises, and Reports for projects. · Support in developing Evaluation Terms of References and Standards of Practices. Monitoring, Evaluation and Learning Activities · Ensure effective communication with partners on data reporting for grants-based indicators, on monthly levels, and in line with reporting frameworks (Activity Info, Donor Reports, Project Implementation Meetings, PCMs) · Conduct regulated Capacity Sharing meetings with partners based on the findings of the PCA, and any relevant developed work plan to ensure that partners are well equipped with the IRC Standards of Monitoring and Evaluation. · Conduct Regular field visits to partner and direct implementation sites, to ensure effective monitoring of programmatic activities. · Work closely with the MEL T4P/IM Manager and the Information Management Officers on conducting data quality assessment and regular data reviews. · Conduct Regular check ins with Partners, Sector leads, and MEL team members to ensure ongoing learning processes for project and sector-based activities. · Support in evaluation-based exercises for grants including Qualitative Data Collection, Oversight of Enumerators, support in needs assessments etc. · Conduct regular data review meetings with the partners to improve data reporting and management and identify capacity building needs related to M&E and reporting. · Train the team members and partners’ staff on the various relevant M&E and programmatic forms and surveys. · Conduct regular field visits to support and build the capacity of the M&E partner staff on M&E principles and practices and to ensure proper monitoring of project. · Lead and provide technical support to the partners on project- and governorate-based surveys such as the Clients Satisfaction Survey Post Distribution Monitoring, Baseline-endline Survey, Case Studies, and Needs Assessments exercises using both quantitative and qualitative methods. MEL Reporting and Data Analysis · Contributes on MEL practices of narrative and data-based on reporting for Grants and Projects. · Provide analysis of information and data to address reporting and donors reporting requirements and submit monthly reporting for donors and internal reports as required. · Support data capture processes to ensure proper data reporting for program sector and create monthly and quarterly reports using disaggregated and power-bi analyzed data. · Follow up with Information Management team on the monthly indicator table tracking, ensuring it is finalized per sector and grant accordingly. · Provide insight on Monthly Target Indicator Achievement (Off-Track/On Track) through various collaborations with partners and sector leads at the governorate level. · Provide input and feedback to improve programmatic implementation or M&E activities. · Assist with the analysis of survey and qualitative data and produce report to present the findings. · Plan and initiate all pre and post intervention assessments and surveys. · Review all evaluation reports prepared to ensure data relevance and consistency. · Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and other assessments if needed. · Other duties as assigned by the supervisor are to enable and develop IRC programs. Qualifications · University degree in information management and systems, computer science, data science, biostatistics, business administration, economics, or a related field. · At least 3-4 years of relevant working experience in M&E, preferably in protection-based activities and interventions. · Demonstrated experience in developing and implementing evaluation /assessment tools (e.g. questionnaires, focus group discussions). · Demonstrated experience and knowledge in developing and managing databases. · Demonstrated experience and capacity in conducting field-level data collection and data entry. · Demonstrated experience and knowledge in data analysis and reporting. · Proven experience in leading a team to ensure high quality data collection analysis, and reporting. · Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail. · Excellent interpersonal and problem-solving skills, creativity, and flexibility. · Experience of working with major institutional donors and INGO experience is preferred. · Certification or specific training in Statistics and/or Data Management is preferred. · Proficiency in the use of statistical methods for socio-economic research is preferred. · Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. · Fluency in English and Arabic is required. Working Environment: Staff will be based in Beirut Lebanon with frequent travel required to all areas where the interventions are being implemented by IRC and/or its partner organizations.
