Proposal Summary:

MSI is preparing to bid on the USAID/Iraq Monitoring, Evaluation and Learning Activity (IMELA), which is a follow-on to USAID/Iraq’s Performance Management and Evaluation Services (PMES) activity implemented by MSI. This project seeks to provide USAID/Iraq with a wide range of monitoring, evaluation and learning support services to promote effective and informed decision making across the Mission’s development programming. IMELA is expected to provide utilization-driven support to the Mission across broad service areas that may include third-party monitoring and verification, activity performance monitoring, performance and impact evaluations, assessments, capacity development, organizational learning and knowledge management. Overall, IMELA will support performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches.

 


Position Summary:

MSI is seeking a Senior Monitoring, Evaluation and Learning Specialist who will provide technical leadership and guidance to all team members, oversee the development of key methodologies and instruments, and conduct quality control and review for all related products, in close coordination with the IMELA Chief of Party. This position is expected to be based in either Baghdad or Erbil, Iraq and is contingent upon award.

Responsibilities:

Third-party monitoring (TPM) and verification Oversee the development of the overall methodology, including data collection tools and approaches, for TPM site visits. Provide technical guidance to field monitor teams and other staff involved in TPM site visits and reporting. Lead or support training of field monitor teams to ensure high-quality data collection. Ensure effective coordination with USAID staff and other stakeholders for TPM site visit planning and reporting of results. Oversee analysis and reporting processes to ensure effective presentation of and learning from TPM data. Evaluations and assessments Work with USAID clients to draft and refine evaluation scopes of work Participate in recruiting and orienting evaluation team members, including leading team planning meetings Provide quality control for evaluations by guiding and overseeing the development of key design products and methodological approaches, supervising fieldwork and data analysis and reviewing draft reports Identify data collection firms to support evaluations and coordinate procurement of their services and training of enumerators. Supervise their work under subcontract. Assist in disseminating evaluation findings Performance monitoring Review and provide comments on Activity Monitoring Evaluation and Learning Plans (AMELPs) prepared by USAID implementing partners Advise USAID on development/updating of their Performance Monitoring Plan, including selection and definition of indicators and alignment of the PMP with implementing partner AMELPs. Oversee analysis of Mission performance monitoring data and preparation data visualizations and infographics. Support Mission staff in analysis performance data and identifying any necessary adaptations to programming. Design and deliver capacity building trainings related to monitoring and evaluation. Oversee data quality assessments Staff supervision Supervise multiple MEL staff on the project team

 

Qualifications:

Master’s degree in statistics, social sciences, international development or a related field required. Minimum of ten (10) years of M&E experience, including working on both evaluations and monitoring. Demonstrated experience overseeing third-party monitoring or similar high-volume monitoring, verification, and reporting activities. Demonstrated knowledge of policies and best practices related to M&E and data quality assurance required. Knowledge of USAID M&E policies and practices strongly preferred. Supervisory experience, including technical and administrative management of staff and subcontractors required. Experience working with USAID and/or other international donors required. Excellent oral and written communication, analytical, interpersonal, and team management skills required. Fluency in English with excellent written and oral communications skills. Arabic skills strongly preferred.
