SENIOR NATURAL RESOURCES SPECIALIST (COR)
Summary You will serve as a Senior Natural Resources Specialist (Contracting Officer Representative) in the Environmental Division of NAVFAC SOUTHWEST. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Responsibilities You will serve as the natural resources technical subject matter expert, program manager, leader and mentor within the command, integrating environmental conservation, specifically natural resources, into mission operations and facilities management. You will represent the natural resources section in resolving routine and complex compliance issues, appropriately coordinating action and communication with Navy entities and the chain of command. You will act as N45 representative for large project consultations and working groups supporting Endangered Species Act (ESA) species habitat and critical habitat designations. Track consultations and potential ESA actions (listings, designations). You will act as POC and Program Lead for special branch projects, which include, but are not limited to, Conservation Law Enforcement Program, the Command’s Boat Program, and Readiness and Environmental Protection Integration (REPI) actions. You will guide, train, and technically direct other natural resources specialists, biologists, and foresters to ensure continued learning and continuity within the Natural Resources Core. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing natural resources program requirements to meet mission objectives; 2) Partnering and working with a diverse group of professionals to meet program requirements, mission objectives and deadlines; And 3) Managing contracts and program execution. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
