The Department pursues this mission in many ways, including investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disinvested communities. DOH recently established a new team, Implementation & Evaluation, to take on three critical tasks: (1) piloting and managing new programs and special projects, (2) facilitating department-wide process improvement, and (3) fostering a culture of data-driven, outcomes-based program design. The I&E division seeks a Senior Operations Analyst to support the team’s work, primarily under Tasks 2 and 3. Dependent on the selected candidate’s experience, skills, and interests, the Senior Operations Analyst may participate in process improvement; program evaluation; and data governance, collection, management, and analysis. This work is inherently interdisciplinary and cross-silo: excellent candidates will have strong analytical, communications, and change management skills, and will be able to build trust and relationships across DOH and City bureaucracy. **ESSENTIAL DUTIES** **·** Meets with managers and program staff to identify specific challenges and define the objectives and scope of the study **·** Develops detailed flow charts, process maps, and models to assess current work methods and processes **·** Interviews staff and reviews procedural manuals to identify, evaluate, and define opportunities for improved efficiency, cost-savings, and process improvements **·** Evaluates existing and drafts possible operational systems **·** Develops and maintains data collection tools, tracking spreadsheets, and/or databases in order to collect and report on information gathered **·** Works with staff to develop proposals to change or improve process flows; support the development of rigorous procedural manuals **·** Constructs mathematical models and/or uses computer applications to evaluate data **·** Drafts reports and memos documenting study results and recommends changes to improve operations for a variety of audiences **·** Reviews and/or drafts new or revised processes, procedures, and work standards **·** Serves as a liaison to department divisions and external stakeholders on the implementation of new processes and procedures **·** Develops performance measurements for new or modified programs and procedures **·** Monitors changes to ensure their effectiveness and recommends modifications as necessary **·** Maintains a working knowledge of housing policy needs and data analytics/program analysis trends **·** Works with managers and consultants in program implementation _Additional duties may be required for this position_ **Location:** City Hall, 10 th Floor **Days:** Monday – Friday **Hours:** 8:30am – 4:30pm **THIS POSITION IS IN THE CAREER SERVICE** **Qualifications:** **MINIMUM QUALIFICATIONS** · Graduation from an accredited college or university with a Bachelor’s degree plus two (2) years of work experience in operations analysis, project management, strategic planning, program auditing, or business management consulting, **OR** · Graduation from an accredited college or university with a Master’s degree plus one (1) year of work experience in operations analysis, project management, strategic planning, program auditing, or business management consulting **SELECTION REQUIREMENTS** This position requires applicants to complete an interview which will include a skills assessment as part of the interview.
