As a Proposal Analyst - Level 4 (Senior Principal), located in Redondo Beach, CA you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

The Senior Principal Proposal Analyst will be responsible for developing, planning, and scheduling proposals as well as compiling cost, schedule and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.  The incumbent selected must possess good oral and written communication skills, work autonomously, be self-motivated and function well in a team environment.  The ability to multitask within a dynamic environment is a critical component to success in the role.

This role is 100% on-site (no telework option) and requires a Top Secret (TS) Department of Defense (DoD) Clearance or Special Compartmented Information Access (SCI) upon application. 

In this job, you will:

Lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team membersReviews and analysis of DRFP/ RFP/Change Orders to determine/develop the costing requirements and goalsOrganizes and estimates initial ROM, BPEs, or cost targets for medium/large effortsForesees and identifies potential problems (understands impacts to other areas)Reviews Task Description/Basis of Estimate for compliance and adherence to the program or capture plan (analogous, parametric, CERs and engineering estimates)Generates and maintains proposal data files in ProPricer and Proposal Integration FoldersDevelops compliant estimates and cost volumes according to company and Government policies and proceduresProficient with automated systems and other toolsPopulates existing models with updated information and/or creates report ready spreadsheet tables/graphsSupports Color team reviews and performs estimate crosschecks and the collection and preparation of cost issues, opportunities and risks for briefingsSupports customer fact finding, updates, and corrective actionsParticipates as a member of the contract negotiations teamPerforms Certifications Sweeps and process for certifying proposalsSupports Customer/Government Audit on a periodic basisInvestigates issues, analyzes possible alternatives, and resolves the root cause of problems and follows through on actionsActively pursues problem solving opportunities and suggests/implements work-around solutions to improve proposal processAids co-workers and recognizes when work can be shared to better meet deadlines/goals

Basic Qualifications:

Bachelor's degree and 8 years of experience in one or more of the following: Price/Cost Analysis, Project Management, Proposals, Accounting, Finance, or Procurement OR 6 years of stated experience with a Master's degreeStrong analytical, presentation, and leadership skillsProficiency in Microsoft Excel (pivot tables, Vlookups, nested formulas, macros), PowerPoint, and WordMust have current DoD TS and/or SCI clearance upon application

Preferred Qualifications:

Knowledge of FAR/DFARS and other Government Regulations Excellent problem solving and organizational skillsPrevious experience with SAPAdvanced Excel skills (write complex formulas, produce live models, code VBA, etc)Proficiency in ProPricerPrevious experience with a cleared customer

Salary Range: $113,500.00 - $170,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
