**About the Program**
The goal of PNG Women Lead is that **_PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys_** .
The objectives of the PNG Women Lead program are drawn from **DFAT’s** **_Gender Equality and Women’s Empowerment Strateg_** **y** :
1. Enhancing women’s voice in decision-making and leadership
2. Ending violence against women and girls
3. Promoting women’s economic empowerment
This is to be achieved through four End-of-program outcomes (EOPO).
To achieve EOPO 1 - **Selected partners better represent women’s voice and interests in targeted areas, including women with disabilities** , the program will deliver:
+ Expanded networks of effective advocates (men & women) progress gender equality & women's empowerment.
+ An expanded and more effective PNG women’s movement.
+ More women are supported as decision-makers and leaders in selected partner organisations.
To achieve EOPO 2 - **Increased awareness and practice of respectful and safe ways of relating between men and women in target areas** , the program will deliver:
+ More effective strategies promote respectful and safe ways of relating between men and women in target areas.
To achieve EOPO 3 - **Women have improved access to coordinated GBV case management in target areas, including women with disabilities** , the program will deliver:
+ Key partners expand access to safe and effective GBV services.
+ Select GoPNG agencies establish coordinated GBV case management pathways.
+ GoPNG increasingly funds safe and effective GBV response services.
To achieve EOPO 4 - **Selected partners expand women’s financial decision-making powers and employment opportunities, including women with disabilities** , the program will deliver:
+ Women are supported as decision-makers and leaders at work in participating workplaces.
+ Women increasingly exercise financial decision-making (with men) in targeted households.
Building on lessons and evidence from _Pacific Women_ and based on feedback through design consultations, this program will adopt the following delivery approaches:
+ Local leadership – strategically, technically, and operationally - by local women situated in a Program Management Team in PNG, with nuanced and empowering support from the Managing Contractor (MC).
+ Strategic partnerships - with credible local women’s organisations, with support from international partners where required, with GoPNG, the private sector and core funding for UN Women.
+ Enhanced technical capability - including a Gender Hub.
+ Strong linkages with the Pacific Women Lead and other relevant initiatives.
Focus on targeted areas and leveraging other programs for national reach.
**Position Overview:**
The Senior Program Manager, Gender Hub and Operations (SPM GH&O) has a dual focus, firstly on managing the Gender Hub as a key technical gender equality assistance mechanism and secondly supporting the management of program operations as well..
The Gender Hub commenced in late 2023 and will operate up to January 2028 (in line with the PNGWL program duration). The primary purpose of the Gender Hub is to maximise Australian investments in Papua New Guinea (PNG) to progress gender equality outcomes including helping to achieve synergies across programs and investments. The Gender Hub provides Australian High Commission (AHC), Department for Community Development and Religion (DfCDR) and other select PNGWL program partners access to technical experts on gender equality in PNG in line with the PNGWL EOPO’s.
The SPM GH&O is expected to play a key role in managing and implementing the GH. This will include managing the GH in line with the scope of services with AHC Program and Strategy Gender Team, which includes overseeing tasking notes from vetting through to completion, establishment and day to day management of the technical advisory panel, reporting on outcomes/usage of the GH and other governance activities as required.
The SPM GH&O will be working closely with the program’s Team Leader, Operations and Finance Lead and Deputy Team Leader, as well as the other SPMs and program implementation partners. The SPM GH&O will build strong relationships with the AHC Program Strategy and Gender Team and the technical advisers selected to be included in the panel of providers. Further, the SPM GH&O will build productive and responsive relationships with clients of the Gender Hub that are seeking technical assistance.
The SPM GH&O is also responsible for supporting the Operations and Finance Lead with the effective delivery of the program through coordinating and managing operational aspects (human resources, finance, procurement, grants, logistics, etc.,) utilising the Abt PNG Shared Services Platform. The SPM GH&O will also support other key operational projects and activities for PNGWL. The role will provide effective program management which includes work planning, monitoring and evaluation, stakeholder engagement, and program reporting to align the program’s overall objectives.
The SPM GH&O will apply strong organisational, operational, communication and coordination skills to identify opportunities and shape and implement the GH&O activities.
**Key Responsibilities**
The SPM GH&O will:
+ Manage the day-to-day operational requirements for the gender hub and support day-to-day operations of the PNGWL program.
+ Manage the technical advisory panel, including talent recruitment through seeking expressions of interest, coordinating evaluation panels, and contracting in accordance with Abt’s recruitment procedures and the Commonwealth Procurement Rules (CPRs).
+ Ensure activity budgets are managed effectively, and forecasts updated monthly. Ensure all program activities and procurement processes demonstrate a Value for Money (VfM) approach based on clear and understood benchmarks and performance standards. Manage invoicing processes in a timely and accurate manner, where required.
+ Manage taskings through to finalisation of deliverables including where appropriate providing quality assurance, in coordination with AHC Program Strategy and Gender team, and ensure effective logistical/operational management of the Gender Hub scope of services. This will include overseeing the Gender Hub Inbox and coordinating requests through the request process as documented in the scope of services.
+ Conduct planning processes, write strategy documents, maintain, and strengthen partnerships, initiate and monitor technical adviser agreements and tasking notes, lead innovation and adaptation, and contribute to learning, reporting and communications for all activities under the Gender Hub workstream in accordance with the program’s overarching strategy and performance framework.
+ Design and implement effective reporting processes to ensure accurate reporting and visibility of the Gender Hub activities are provided in a timely manner to key stakeholders. This will include preparing for the monthly AHC and PNGWL Gender Hub coordination meeting and relevant reports.
+ Work closely with the Program’s Executive Team to review the usage of the Gender Hub by March 2024 and revise the scope of services to accurately reflect lessons and fit for practice approaches are considered in managing the hub.
+ Manage and oversee the implementation of the projects and programs including:
+ The Inclusive Political Participation (IPP) project.
+ The Partnership Development Support Initiative (PDSI).
+ Strengthening support for the Women in Disability Network.
+ Strengthening support for the Papua New Guinea Assembly Disabled People (PNGADP).
+ Ensure timely effective development and management of all grants in accordance with Commonwealth Grants Guidelines and Abt Grant processes.
+ Contribute to strong relationships and effective collaboration with other Australian-funded program activities, as required.
+ Other duties as requested by the Finance and Operations Lead.
**Specific Deliverables**
**Position Specific Deliverables:**
+ Implement and manage the Gender Hub scope of services end to end, including costing the annual workplan.
+ Effectively manage and monitor an adaptive and politically informed Gender Hub and Operations service delivery with clear inputs, milestones, budget management and risk mitigations.
+ Deliver quality reporting, ensuring milestones, KPIs and other deliverables are submitted on time and meet internal (Abt) and external (GoA and GoPNG) requirements.
+ Develop and maintain the technical advisory panel of providers, including periodic reviews to test the effectiveness of the panel, to understand where any gaps in expertise may exist and to identify opportunities for improvement.
+ Create and maintain an enabling environment (in terms of strategy, management, operations, partner/client buy in) for Gender Hub and Operations program outcomes.
+ Provide grants management support to the program to ensure timely effective management of grants processes.
+ Provide management and oversight on operations projects and activities.
+ Incorporate innovative approaches into the delivery of the Gender Hub program and PNGWL operations.
+ Provide support in managing and coordinating program deliverables, including the preparation, contribution, and review of activity proposals, narrative, and financial reports.
+ Contribute and support the Operations and Finance Lead to high-quality program deliverables, including financial and narrative reports, through thorough reviews and adherence to reporting standards.
+ Track and monitor program budget spending and expenses to ensure alignment with established expectations and timelines.
+ Support counterparts to understand and apply Adaptive Management and Thinking and Working Politically approaches to policy making and program delivery.

**About You**

**Qualifications**
+ Tertiary qualifications in business, administration, operations, development, gender or a related field.
**Knowledge**
+ A strong demonstrated understanding of human resources, financial management, commonwealth procurement rules or demonstrated experience in recruitment, finance and procurement.
**Skills/Experience**
+ Minimum of 5-7 years of professional experience in development or a related field.
+ Experience working with GoPNG, women’s organisations and/or on private sector for development outcomes.
+ Excellent writing, report writing and presentation skills.
+ Well-developed interpersonal and relationship building skills including experience in supporting effective and beneficial coordination among various stakeholders.
