Senior Program Manager
Location: Alexandria, VA - May occasionally be required to work at an Arlington Office
The Senior Program Manager (Senior PM) serves as the Government’s main point-of-contact and provides overall leadership and guidance for all contractor personnel working under the contract. The Senior PM is responsible for the quality and efficiency of all work performed and products delivered. The Senior PM must have organizational authority to assign work to contractor personnel, supervise ongoing efforts, and manage overall performance of all services performed:
• Assist with developing business processes, conducting special studies, providing technical advice, assessing productivity, effectiveness and efficiency of program operations.
• Apply knowledge of process improvement, performance management, and change management as the program office makes organizational improvement for its PSSP.
• Provide customized reports and trend analysis for data requested by program office to respond to data calls from the ODNI and OPM, respectively. Develop metrics and trend analysis that provide information on the current status of preliminary vetting requests, background investigation cases, and Rap Back hits, along with analysis to identify gaps and shortfalls.
• Manage, supervise, plan, direct and coordinate contractor personnel security activities to safeguard client assets, personnel, and sensitive or confidential information to include properly safeguarding Privacy Act Protected Information and Personal Identifiable Information.
• Monitor contractor compliance to all identified program Policies, Standard Operating Procedures, Code of Federal Regulations, Executive Orders, Security Executive Agent Directives and make recommendations for implementing or improving compliance within the contractor team.
• Ensure that the contractor team is working with the Federal staff to implement Trusted Workforce (TW) 2.0, and comply with Continuous Vetting and Continuous Evaluation.
• Assist developing personnel security policy, regulations, directives, instructions, or guidelines based on current or new Federal security policies.
• Manage and supervise the work of the contractor team tasked with processing preliminary vetting requests and background investigations conducted by the Department of Defense, Federal Bureau of Investigation (FBI), and other investigative agencies and provide recommendations for approval, denial or referrals for further corporate review or investigation.
• Review Continuous Vetting Checks and provide recommendations for the adjudication process, and forward all analysis to the Federal staff for final adjudicative determinations.
• Ensure that all background investigation data or information is accurately entered and maintained in all business processing and case management systems used by the PSSP. The Senior PM must have the authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to issues, concerns, or problems. This person must be readily available to respond to questions, concerns, and comments, as well as be proactive in alerting the customer to potential contractual or programmatic issues.
