The Senior Manager, Value Stream Management (Value Stream Leader) is responsible for overseeing all aspects of performance, execution, and growth for Cryptographic capability delivery within the Core Technologies (CT) business area. This includes portfolio strategy, forecasting, overseeing proposal preparation, applicable Gate Reviews, establishing and supporting regular customer status meetings, and coordinating with the matrixed functional support teams. This leader partners with their functional stakeholders to ensure timely completion of development/delivery milestones per Program IMS, Production program oversight and delivery timeliness, as well as post-delivery support. This position includes management of key product lines in support of programs and strategic initiatives such as TCTS, CRIIS, ALE and JADC2. This individual will lead integrated product team (IPT) leads, various functional support POCs, and direct report program management employee(s) to ensure all technical, and programmatic requirements are met, and established relationships at equivalent levels with customer counterparts at NSA (certifying customer) and with end customers (Air Force, Navy, Army, etc) as needed.

What You Will Do​

Lead internal program management reviews 

Manage a cross-functional team responsible for both development of new crypto products thru customer-funded or company-funded development programs, as well as Crypto Product Production/Delivery programs to meet our customer needs and financial commitments to the Company 

Work with the Core Technologies Finance lead, BD leads, Chief Engineer, and Contracts Finance and Contracts to oversee program execution and business capture to meet company financial goals 

Respond to requests for information 

Lead stakeholder engagement meetings to status deliverables, plans and execution strategies 

Interface and coordinate technical support to resolve  issues 

Identify financial risk and opportunities in coordination with Finance, operations, and Program execution teams 

Discretionary investment management including oversight of Collins Aerospace company investments (IRAD, Capital and other company investments) and support company financial forecasting monthly business cadences 

Monitor Program performance across the portfolio relative to plan and make necessary adjustments to ensure program requirements are met 

Leading small to mid-size development programs, performing road-mapping activities, and ensuring that the product line is healthy 

Partnering with system level program management teams to transfer product line applicable products to the crypto portfolio for technology insertions and sustainment 

Able to travel domestically up to 10% 

Qualifications You Must Have

Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

The ability to obtain and maintain a U.S. government issued Secret Security Clearance is required ​

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

Experience with Cryptographic product certification by NSA a plus

Experience supporting change management strategies to strengthen performance improvement across an enterprise

Excellent interpersonal, business relationship and facilitation with high personal integrity

Experience working across multiple business units and customers developing product line solutions that have common framework and can be deployed to multiple system platforms

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
