Senior Program Manager (Value Stream Leader) - Precision Navigation Solutions (Onsite)

This opportunity is for a Value Stream Leader position in the Precision Navigation Solutions business area, within the RNA organization, leading program execution and expansion of Precision Navigation Solutions programs. Primary responsibilities for this position involves Airborne Precision Navigation program management, leading Precision Navigation Solutions related bids and proposals as well as supporting new business pursuits related to Precision Navigation Solutions. This position requires regular interaction with Government, DoD, and Prime customers , examples are working directly with the U.S. Navy/U.S. Army, and international programs and customers. The position requires the ability to work with minimal supervision and to lead integrated multifunctional teams, including interfacing with VSL product managers. What You Will Do + Value Stream Leader for the Airborne Precision Navigation programs + Serve as Value Stream Manager for assigned pursuits and programs, responsible for the total life cycle value stream. + Act as a designated customer contact for program activities, with the ability to lead program review sessions with customers to discuss cost, schedule and technical performance. + Strong manufacturing background and demonstrated ability to resolve issues through other support functions. + Ability to derive Precision Navigation Solutions for the military customer. Understanding of military markets, business development acumen, and the CMS pursuit & order capture process + Understands and has demonstrated experience with external customers and customer relationship management. Prior experience in a direct customer communication role such as functional area project lead, technical program direction or program management is required. + Prior leadership experience in medium to major program execution including risk, schedule, and budget management is required. + Strong earned value management system (EVMS) experience including detailed integrated master schedule (IMS) development and conduction of integrated baseline reviews (IBR) with US Government customers. + Experience leading cost account manager (CAM) reviews and issues resolution. + Excellent verbal, written and presentation communications skills are required as presentations will be made to both internal and external customers and senior level management. + Ability to support domestic and international travel. + Lead proposal efforts, proposal work statements and specifications and financial terms/conditions of contracts. Participate in the negotiation of contracts and contract changes. + Responsible for the cost, schedule and technical performance of Precision Navigation Solutions programs/projects or subsystems of major programs/projects: Direct specific phases of programs/projects from inspection through completion. Establish milestones and monitor adherence to master plans and schedules. Responsible for using, managing, and taking proactive action from earned value metrics. + Identify program problems and define/implement solutions, such as allocation of resources or leading trade studies efforts. + Must have solid Risk Management experience with a proven track record of mitigating emerging risks including identifying and realizing opportunities. + Direct the work of employees assigned to the program/project from Shared Services including engineering, operations and administrative areas. + Assist in the interaction with subcontractors and suppliers regarding adherence to statements of work and cost, schedule, and technical performance. The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
