We are seeking a **Senior Program/Project Manager capable of leading Major Transportation Construction Management and Quality Management Programs** to join our New York/, New Jersey team!
The **Senior program/Project Manager** shall provide leadership and coordinate delivery, quality and operations under one or several contracts with major clients in New York. The Senior Program/Project Manager shall have a minimum of fifteen (15) years of responsible experience performing Program/Construction/Quality Management (PCQM) services and duties as a contract manager for on-call services contracts or PM/CM contracts with agencies such as NY/MTA, PANYNJ, NYSDOT, NJDOT, NJ Transit or similar.
**Job responsibilities include but are not limited to:**
+ Leading marketing and procurement as the project Manager and Point-of-Contact with the Client (with support from a robust team) for large transportation design/engineering, and construction projects.
+ Working with leadership on commercial terms and conditions, development of scope, fee, schedule, risk register and leading negotiation for contractual matters.
+ Determining resource needs for project assignments, staffing levels, skills, and schedule durations.
+ Providing program oversight, leading large teams including subconsultants and working alongside staff at agencies delivering transportation infrastructure programs.
+ Ensuring that deliverables are clearly defined, acceptance tested and that criteria are specific, measurable, attainable, realistic and time-bound; and that the deliverables satisfy the acceptance tests and criteria.
+ Supervising, reviewing, monitoring, training, and directing Atlas and Sub-Consultants’ personnel
+ Assigning qualified personnel to complete the required Task Order work.
+ Maintaining and submitting organized project files for record tracking and auditing.
+ Developing, organizing, facilitating, and attending scheduled coordination meetings, and developing/directing action plans, providing oversight and accountability of actions to achieve delivery schedules.
+ Implementing and maintaining quality control procedures to manage conflicts, ensure product accuracy, and identify critical reviews and milestones.
+ Assuring that all applicable safety measures are in place.
+ Providing invoices in a timely manner and controlling monthly contract expenditures.
+ Holding accountability for invoice accuracy and completion before billing.
+ Managing Subconsultants to scope, cost, and quality.
+ Managing overall budget for Contract(s) and delivering in-line with targeted financial objectives.
+ Providing oversight of cash management and collections in-line with contractual terms.
+ Ensuring compliance with the provisions in the Contract and all specific Task Order requirements.
+ Managing project construction Quality Assurance (QA) or Quality Control (QC) programs.
+ Creating Quality Management Plans (QMPs) or Quality Management Oversight Plans (QMOs) for major construction programs.
+ Overseeing QA testing and inspection. Coordinate and schedule resources to provide appropriate QA inspection and testing for all construction efforts.
+ Assisting the client in the investigation and resolution of construction or quality related issues.
+ Overseeing field investigations, forensic analysis, or other testing and assessment activities in the field and at sources of supply. Provide oversight for the generation of assessment reports and attend high level meetings to discuss findings.
+ Providing feedback to the contractor or agency to further the goal of continuous improvement and compliance with contractual requirements.
+ Providing training to ensure appropriate quality procedures are in place, through pre-activity meetings and daily on-site reviews.
+ Overseeing the quality of work performed by the entire QA team.
+ Preparing for, prioritizing, and performing construction assessments per the QMP or the QMO Plan and procedures, and initiate corrective actions as necessary.
+ Performing or overseeing management system audits to verify compliance.
+ Initiating and performing process assessments regularly and conducting process improvement.
+ Coordinating with owner quality verification testing, inspection, and Independent Assurance requirements.
+ Attending and participating in quarterly management reviews.
**Minimum Requirements:**
+ Bachelor’s Degree in Engineering plus 15 years of relevant construction inspection and quality management experience or demonstrated equivalency of experience.
+ Licensed Professional Engineer in the State of New York and New Jersey.
+ Proven project/program management experience on similar projects.
+ Experience with construction engineering, inspection, and testing for large infrastructure projects, understanding of construction testing disciplines, such as numerous destructive and non-destructive testing.
+ Experience on heavy civil construction projects, including projects larger than $500MM in construction value.
+ Oversight of quality management and audits.
+ Understanding of technical requirements for construction systems, materials, and equipment.
**Preferred Technical Requirements:**
+ Highly organized with strong analytical skills.
+ Strong interpersonal skills with an ability to interact with senior management level personnel.
+ Experience managing and training other staff.
+ Experience assisting with developing statements of qualifications and attending client interviews as necessary.
+ Hands on experience preparing large and complex fee packages.
+ Proficiency with Microsoft Office Suite.
+ Project Management certifications such as Project Management Professional (PMP)
**Other miscellaneous qualities:**
+ Travel, generally in state, up to 40% time
+ Ability to work in Client’s office
**Compensation:**
$220K - $310K Annual Salary. The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
