Senior Project Manager, FEMA (Remote)

DESCRIPTION

Michael Baker International is seeking an experienced and motivated Project Manager (PM II) to join our team. The successful candidate will be a senior level experienced project manager and exceptional communicator who can oversee the management of a portfolio of projects. This position will be an integral member of the Emergency Management and Response office in Alexandria, Virginia. The project manager will support flood risk, resiliency, and disaster work on contracts with the Federal Emergency Management Agency (FEMA), including FEMA Headquarters and Regions 1, 2, 3, and/or 5, and may be asked to support other contracts as needs arise.  

Project Coordination and Management:

Direct and coordinate activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters. Work with team members and clients to respond to ad hoc requests, prepare scopes, schedules, budgets, assumptions, and constraints for projects. Upon approval of individual projects, provide oversight for the development of project plans for efficient and successful delivery across the full project lifecycle. Oversee adherence to project plans and established business processes, including quality and project management and standards. Participate in client meetings and follow through on assigned action items directly with clients and communities. Leverage earn value management principles to develop insights for decision making. Proactively strategize and anticipate risks and issues. Accountable for completeness and accuracy of project status reports and invoices. Coordinate with other managers to balance workload and staffing needs. Accountable for compliance with contract requirements, including quality and security requirements.

Technical and Proposal Development:

Support the technical proposal development related to FEMA’s Risk MAP Program. Engage other Subject Matter Experts and technical support staff as needed. Attend and facilitate project meetings and prepare/make presentations.

Team Leadership and Development:

Manage and mentor junior staff. Provide guidance to team members related to successful delivery across the full project lifecycle, including developing forecasts and estimates. Confers with team members to provide advice, counsel, and resolve problems. Dedicated to promoting ongoing improvement and enhancing professional growth.

Client and Business Development:

Cultivate and manage client relationships and guide application of services to best serve the interests of the client and Michael Baker International. Support business development and proposal efforts to win new work.

PROFESSIONAL REQUIREMENTS

Four-year Bachelor’s Degree in Engineering, Planning, Business, Communications, Geography or related discipline. 10+ years of experience in the coordination and management of National Flood Insurance Program (NFIP) and/or FEMA’s Risk Mapping Assessment and Planning (Risk MAP) Program projects. 5+ years of experience with geographic concepts and/or GIS software (e.g., QGIS, ArcMap, ArcPro, ArcGIS Online). Fundamental understanding the flood map study lifecycle and map products. Collaborate with regional water teams for project resource management, workshare, and pursuits. Excellent oral and written communication skills, proactive communicator and problem-solver. Strong attention to detail and demonstrated ownership and accountability for work. Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities.  Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public. Ability to work well on a team, provide feedback, train and motivate junior staff. Strong multi-tasking and organizational skills. Ability to manage scope, schedule, and budget requirements, working with multi-disciplinary teams under limited supervision.  Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence. Experience with project delivery that involves dashboard visualization and decision support tools. Ability to develop and execute Quality Assurance and Quality Control plans into projects and activities. Demonstrated supervisor and mentoring skills. Must be able to build rapport and establish positive relationships with existing and prospective Michael Baker International clients to ensure client-focused performance. Intermediate to advanced Microsoft Office skills, including Microsoft Word, Excel, PowerPoint, and SharePoint. Solid work ethic and have the drive to be a leader in the company and in the professional community.

PREFERRED

Project Management Professional (PMP) Certification Certified Floodplain Manager (CFM) Geographic Information Systems Professional (GISP) Ability to travel periodically, as needed (less than 20%)  Industry involvement (e.g. Association of State Floodplain Managers (ASFPM), Project Management Institute (PMI), etc.)

COMPENSATION

The approximate compensation range for this position is $110k - $170k. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
