Position Description
The required position is for a project manager to lead multiple Information Technology (IT) projects in support of the Department of Environmental Quality (DEQ), Department of Natural Resources (DNR), and Department of Agriculture and Rural Development (MDARD). Potential projects include DEQ Enterprise Freedom of Information Act Tracking, DEQ Pollution Emergency Alert System Rewrite, DEQ MIR Rewrite, DNR Grants Management, DNR Fish Population Trends, DNR Citrix Server Farm Refresh/Migration to Enterprise Citrix Farm, MDARD DTMB Improvements to Supporting MDARD’s Mobile Worker, MDARD Enterprise Inspection System, and MDARD USA Herds Enhancements. The project manager will be assigned projects in the portfolio (as noted above or other projects) as prioritized by the State. As a member of the Program Management Office (PMO), the project manager will follow the State’s SUITE methodology (and required deliverables), and utilize the State’s project management tools, to perform project planning through project execution. Plans and coordinates work teams. Provides management and technical support to project team members. Handles complex projects. Designs and implements project plans. Generally manages a group of applications system analysts or infrastructure specialists. Relies on experience and judgment to plan and accomplish goals. Typically reports to a senior manager. The Project Manager will work under the direction of DTMB Agency Services, and with partner agencies and DTMB cross matrix teams to understand project requirements and effectively manage the project. This includes, but is not limited to:
• Provide project management services to support the initiation, planning and implementation of the technology deliverables for the project. This includes recommendations on scope, resources and cost, as well as the best course of action/approach to attain the project objectives.
• Provide project management for project activities to ensure that the project is completed on time, within budget and within scope. This includes, but is not limited to project planning, scheduling, tracking, issue management, risk management, change management, and status reporting.
• Follow the State Unified Information Technology Environment (SUITE) Project Management Methodology (PMM) and System Engineering Methodology (SEM) and required deliverables.
• Utilize the State’s Project Portfolio Management (PPM) tool per the required Program Management Office (PMO) processes.
Skills Required
Solid skills in project scheduling utilizing a project scheduling tool such as MS Project. Solid skills in Microsoft Word, Excel, and PowerPoint. Strong leadership and communication skills. Ability to communicate technical terminology at levels appropriate to the audience both orally and in writing.
Skills Preferred
Project Management Professional (PMP) certification preferred.
Experience Required
7+ years of experience in project management utilizing a formal project management methodology, including experience in project planning, scheduling, tracking, issue management, risk management, change management, and status reporting. 7+ years of experience in project scheduling utilizing a project scheduling tool such as MS Project. 7+ years of experience in Microsoft Word, Excel, and PowerPoint.
Education Preferred
Project Management Professional (PMP) certification preferred.

The technical environment for performing the work includes, but is not limited to, Microsoft Windows XP, Microsoft Windows 7, Microsoft Office 2010 (Word, Excel, PowerPoint, Visio, and Project), and Microsoft Outlook/Exchange.
