Capability Life Cycle Manager (CLCM)
The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.
The Opportunity:
The Senior Project Manager (Maritime) is responsible to the CLCM Program Manager for the delivery of special projects team services (nominally in S & Q contracts), inclusive of task plans, schedules, and regular status reports.
The Senior Project Manager (Maritime) will manage a team of engineers from various disciplines who will control the Engineering Change program of activities for the platform being supported. Whilst not required to be an engineer themselves, the Senior Project Manager will have a sound technical understanding of how engineering processes are conducted within a Maritime / Defence environment.
This role is based out of Garden Island, Sydney.
Responsibilities:
The key responsibilities of the role will include, but is not limited to:
+ Manage, coordinate and ensure delivery of the Engineering Change Services for the platform being supported according to S and Q requirements.
+ Deliver engineering changes on time, to budget and to the required level of quality, including advising management on risks and issues that could affect the desired outcomes.
+ Monitor the progress of the Special Projects team activities and facilitate the resolution of potential delays.
+ Identify and report resource constraints, schedule conflicts and other detrimental factors and provide mitigation plans.
+ Provide governance of technical certification of systems including compliance with standards, specifications and regulations and assuring fitness for purpose on delivered systems.
+ Conduct integrated planning, scheduling, risk management and estimating of work/tasks.
+ Monitor progress of tasks against the planned schedule and ensure that task phase and scale of reviews are optimised to allow activities to be planned efficiently and completed within the prescribed timeframe.
+ Perform specific management of critical and at-risk project tasks, including increased supervision of stakeholders and engineering functions, design reviews and set to work and integration planning.
+ Maintain financial awareness of budgets and expenditures.
+ Maintain awareness of contract obligations of various stakeholders supporting the enterprise to provide assurance on customer behalf.
As the ideal candidate you will bring:
Essential:
+ Project Management qualifications.
+ Minimum of 10 years’ experience in a Defence or related technical industry (CASG/Defence/Defence Industry experience).
+ Experience in managing teams and strong organisational and coordination skills.
+ Experience in taking responsibility for engineering decisions within a complex regulatory framework and ensuring that safe operations are maintained.
+ Strong client and staff engagement, relationship and communications skills.
+ Must be eligible for ITAR clearance of relevant ship systems.
Desirable:
+ Bachelor’s degree in engineering, or related field (or equivalent experience coupled with relevant qualifications)
+ Hold, or be eligible for, membership of a recognised professional body and registration as Chartered Engineer.
+ In-depth and/or breadth of expertise in own discipline and broad knowledge of other disciplines within the engineering realm.
+ Experience in marine design or maintenance preferred.
+ Experience with Department of Defence design delivery
