Role: Delmock Technologies, Inc. is seeking a Senior Project Manager to provide leadership and execution support for a high-impact consulting engagement focused on helping our client achieve its strategic objectives, enhance operational efficiency, and address key organizational challenges. This role will support initiatives across all facets of Water Management, including Drinking Water, Wastewater, Water Conservation, and Capital Improvement Planning. The Senior Project Manager will lead efforts in strategic planning, operational transformation, change management, and risk mitigation. The consultant will Manage project scope, schedule, budget, and risk; Ensuring deliverable quality and timeline adherence. Responsibilities: Serves as the day-to-day lead for assigned task orders supporting strategic priorities. Defines project scope, goals, deliverables, and success criteria in collaboration with clients and stakeholders. Leads development and maintenance of project plans, schedules, risk registers, and status reports. Coordinates multidisciplinary teams across technical and functional domains. Manages budgets, resource allocations, timelines, and dependencies. Monitors performance and ensures timely delivery of high-quality deliverables. Drives stakeholder engagement, change management planning, and communication strategies. Proactively names risk and implements mitigation strategies. Supports the preparation of reports, dashboards, and briefings for senior leadership. Collaborate closely with Contract Managers and Task Order Managers. Ensure all project artifacts and documentation are maintained in compliance with standards. Provides regular status updates to stakeholders. Minimum Requirements: Bachelor's degree in project management, Public Administration, Business, Information Systems, or a related field. 8+ years of experience managing medium-to-large-scale consulting, IT, or transformation projects. 6 years of experience managing all phases of large complex IT projects including design, budgets, risk assessment and mitigation. Demonstrated experience leading cross-functional teams in a matrixed environment. Proven knowledge of project management frameworks, tools, and best practices (e.g., PMBOK, Agile). Proficiency in Microsoft Project, Excel, PowerPoint, and SharePoint. Exceptional written and verbal communication skills; able to prepare executive-level presentations and documentation. Strong analytical skills, attention to detail, and ability to manage competing priorities. Preferred/Nice to Have Skills: PMI Project Management Professional (PMP or Program Management Professional (PgMP) certification. Experience working on Water Utility and Government contracts. Knowledge of ESG, Climate Resilience, One Water, or Capital Improvement Planning (CIP) initiatives is a plus. Experience with public utilities, local government, or infrastructure projects highly preferred. Any of the following knowledge and experience will be helpful: • Strategic planning and strategic plan implementation support • Organizational development and knowledge management • Assessment of business processes, operational challenges, and optimization support. • Change management and implementation support • Performance measurement and evaluation • Provide data-driven assessments to support organization and operational performance reviews and optimization utility-wide • Fiscal management and cost analysis. • Municipal Advisory Services. • Risk assessment and mitigation strategies. • Program and project management support • Training and capacity-building initiatives • Advisory services for climate resilience, ESG, and one water management • Workforce development, executive recruitment, and Human Resources consulting • Climate Action Plan development and implementation support • Capital Improvement Plan Development and implementation support • Asset management services • Digital transformation and smart utility management • Strategic communications • Regulatory compliance support • Augmentation of staff support Clearance: The ability to pass a background check is required for this position.
