**Fiji Program Support Platform (FPSP)**
+ _Seeking two qualified Infrastructure Senior Project Managers (SPM); one SPM to work on education infrastructure projects, and one SPM to work on health infrastructure projects, including the CWM Hospital redevelopment work_
+ _Long term personnel – commencing January 2025 – 30 June 2027 with possible extension_

**FPSP Overview:**
The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment that will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
2. The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.
3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management.
The Platform implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.
The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
**Infrastructure Programs Overview:**
The Australian Government is currently delivering three social infrastructure programs (Infrastructure Programs) in Fiji:
+ The **Cyclone Recovery Program** will deliver infrastructure upgrades at Taveuni and Kadavu hospitals. The program will conclude 31 December 2025.
+ The **Colonial War Memorial (CWM) Hospital Redevelopment Master Plan** will deliver a comprehensive masterplan for a new national referral hospital.
+ **Fiji Social Infrastructure Program (FSIP)** will support upgrades to school infrastructure, commencing with priority schools identified through an audit of Suva-Nausori school infrastructure; and provide technical assistance to the Ministries of Education and Health to uplift their systems, process and capacity for maintenance and upgrades over the medium term.
The Social Infrastructure team will also manage the Platform’s Infrastructure flexible fund. These programs will be delivered through the Platform, and compliment other infrastructure investments that are delivered through the Australian Infrastructure Financing Facility for the Pacific (AIFFP).
**Position Summary:**
The Senior Project Manager is responsible for project and construction management and delivery. The Senior Project Manager will report to the Team Leader – Infrastructure and lead a small team of project managers and coordinators.
**Key Responsibilities:**
+ Manage multiple infrastructure projects with minimal supervision during design, procurement and tendering, construction and handover phases.
+ Manage project planning, including cost estimation and project delivery Gantts (Microsoft Project)
+ Attend regular site visits and site meetings to ensure project scope and deliverables are on track and within budget.
+ Perform regular site inspections and prepare reports on observations, noting progress risks, and any defects or issues that require attention.
+ Monitor and enforce Occupational Health and Safety measures on site.
+ Establish and maintain excellent client and subcontractor relationships.
+ Ensure projects are ready for certificate of classification and practical completion
+ Ensure projects are ready for final completion at the end of the defect’s liability period.
+ Oversee and approve scopes prior to contracting.
+ Review and approve sub-contractor variations in a timely manner.
+ Ensure timely approval of all payments/invoices.
+ Ensure subcontractor resourcing and qualifications are adequate for work assigned.
+ Manage every aspect of defect liaison until final completion.
+ Provide weekly updates to the Team Leader - Infrastructure on status of all projects and understand the need to escalate if project risks are identified.
+ Manage budgets for all projects, including maintaining registers for variations and payment claims.
+ Proactively manage all risks for project delivery and completion.
+ Manage all matters arising from the client and sub-contractors after completion of the contract.
+ Review design documentation (architectural, engineering and services drawings) to ensure Architectural, Structural and Services drawings are fully coordinated, and any errors or omissions are identified early.
+ Prepare tender documents and scope-of-services for:
+ Architectural services
+ Construction services
+ Suppliers of materials
+ Plan for and manage the procurement of architectural services and construction works services; providing input into the design to identify buildability requirements; prepare tender documentation, tender evaluations, procurement reports, and contracts for these services.
+ Provide mentoring and coaching to the project team, demonstrate and promote a team culture which prioritises striving for achievement, open and proactive information sharing empowering the team, transparency, accountability and collaboration.
+ Ensure project activities are designed and implemented integrating cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate change/disaster risk reduction, emergency preparedness and response, and community engagement.
+ Liaising with beneficiaries and relevant community leaders to ensure stakeholders are well informed about the progress of works and the scope that is being delivered.
+ Coordination and liaison with relevant government (ministry) and local authorities for planning and project delivery.
+ Ensure downstream partners and subcontractors comply with DFAT’s Child Protection and Preventing Sexual Exploitation, Abuse and Harassment (PSEAH) compliance standards before agreements are signed and that these requirements are addressed in the procurement processes

The successful candidate for the role of **Senior Project Manager (Education)** will:

+ Develop systems for monitoring and oversighting construction sites.
+ Establish clear reporting systems to keep Team Leader – Infrastructure, Platform Director and DFAT informed of progress.
+ Develop a system to track and, as appropriate, elevate project risks.
+ Contribute to annual planning.
+ Oversee production of high-quality public diplomacy content.
+ Support public diplomacy events, including groundbreaking ceremonies and handover ceremonies.
The successful candidate for the role of **Senior Project Manager (Health)** will:
+ Lead the tender process to engage construction services for the delivery of infrastructure upgrades at Taveuni and Kadavu hospitals.
+ Develop a prioritised plan delivering infrastructure upgrades at the Colonial War Memorial Hospital.
+ Close out the Cyclone Recovery Program by the end of 2025.
+ Lead the tender process to engage construction services for the delivery of infrastructure upgrades at the Colonial War Memorial Hospital.
+ Develop systems for monitoring and oversighting construction sites.
+ Support the subcontractor to deliver the Colonial War Memorial Hospital master plan.

**Selection Criteria:**
Qualifications
+ Tertiary qualification (degree level) in Architecture, Construction, Civil or Structural Engineering
Experience (essential)
+ At least 7 years’ experience working in project management of infrastructure projects.
+ A minimum of 2 years’ experience working on education or health projects is preferred.
+ Experience procuring and contracting architectural services and construction works contractors (builders) in Fiji.
+ Understanding of the local building and construction industry.
+ Strong contract administration experience working with Architects and sub-consultants, Quantity Surveyors and Contractors (builders).
+ Experience with working with multiple stakeholders: ministerial government bodies, local government, local communities, women’s groups and organisations of persons with disabilities
+ Proven track record for delivering projects on time and within budget.
+ Experience with regular project site inspections; production of site reports and identifying any OH&S, child protection, PSEAH, GEDSI or delivery-related risks during site visits.
