Job Description
Scope of work:The Senior Project Officer is responsible for the technical assistance and coordination of the IRC Myanmar’s access to health program under supervision of Partner Technical Support Manager. He/She will be responsible for direct implementation of project work plan and support in implementation of disease monitoring and response activities, primary health care activities, sexual and reproductive health care activities and immunization activities of partners organization. He/She will play a key role in capacity building of partners organization implementations to enhance quality services.
Key Responsibilities:
Program Implementation and Technical Contribution
+ Responsible as technical resource of disease monitoring and response activities and provide training and on-job support to partner staff.
+ Arrange and support the capacity building training sessions relating to services quality and project requirements in coordination with CBQC team.
+ Support in development of standard forms & tools and documents required for project implementation to ensure the implementation in line with project scope
+ Ensure the project work plan (for both IRC and partners) is set up, timely completed and effectively.
+ Assist to partner team to organize monthly project review meeting and achieving progress.
+ Facilitate proper support to partner teams regarding medicines, medical supplies and commodities stock management.
+ Support to partners on strengthening of community stakeholder network; establishment of Village Health Committee (VHC) and management of emergency referral system and VHC fund etc.)
+ Ensure cross-cutting issues have been effectively implemented throughout project cycle management.
+ Must be able to work or support the emergency response activities to meet the needs of the internal displaced persons in conflict situation under recommendation of safety and security focal person.
+ Remain flexible to perform other duties as required or requested by supervisor.
Supervision and Monitoring
+ Ensure the regular supportive monitoring plan and visit of project activities implementation especially disease monitoring and response in cooperation with partner teams.
+ Support partner teams to have regular supervision plan on volunteers & VHC activities and services delivery.
+ Facilitate or participate in regular project’s monitoring and evaluation activities in cooperation with MEAL team and Accountability focal.
+ Provide constructive feedback to partner teams for effective operation of project activities and necessary reflection.
Reporting
+ Assist and support to partner organization to ensure systematic data collection and operation along the project implementation and active data flow mechanism
+ Ensure the monitoring report, monthly report of project activities and progress
+ Assist o partner teams in preparation of stock reporting and success stories
+ Assist partner technical support manager to prepare partner’s donor reports, and internal reports.
Coordination /Representation
+ Perform as a focal of disease monitoring and response activities and represents in coordination with partners and donor agency.
+ Participate in regular coordination meeting with partners at different level and provide feedback and suggestion from the technical point of views and as necessary in line with project scope.
+ Communicate and coordinate with Local CSO organizations, charity faith-based organization, disability groups at respective townships in implementing the humanitarian assistance and emergency response activities.
Qualifications
Position Requirements:
Qualification and Experiences
+ Bachelor’s degree with health-related science (preferably public health) and or community development
+ Have at least 3 years working experience in project implementation, coaching and mentoring in both humanitarian and development context
+ Favorable to person with experience in disease surveillance and control of communicable diseases and emergency response activities
+ The experience of capacity building of local partner staff is a plus.
+ Able to work under stressful conditions while maintaining perspective and a sense of humor.
+ Have ability to travel extensively to program implementing very hard to reach or conflict-affected areas
+ Adaptable, flexible, and mature in judgment
+ Good assessment, analytical, planning and reporting skills
+ Good English language skill (both oral and written)
+ Good practice on MS package
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
