Senior Property Specialist

Responsible for preparing cargo (to include mail cargo) for designated airlift and sealift transportation to and from AAAF. Provides cargo unloading and delivery services at AAAF, to include storage, maintenance, packaging, and handling IAW DAFI 24-602 V2, DTR 4500.9-R, Parts 2 & 3; AFMAN 24-604; AFJMAN 23-210, International Air Transportation Association (IATA) agreement, and International Maritime Dangerous Goods (IMDG) Act to include classified-package handling. Supports Retrograde (Ascension to CONUS) cargo shipments from Ascension via Government contracted vessel for SLD 45 requirement and AAAF approved tenants. This includes items that need to be dispositioned or disposed via 45 LRS and DLA specified processes. Maintains accuracy in hand receipts, stores and issues materials, equipment, and other items from stockroom, warehouse, storage yard or material control point to ensure continual accountability of government property. Must be able to maintain a professional and transparent relationship with internal or external auditing entities. Provides training, mentoring, and direction to employees for the effective and efficient management of government property. This is a supervisor position with relevant supervisory and administrative duties. This position is contingent based on contract award. This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsibilities Major Job Activities: Supervisor level management of the 10 Life Cycle Outcomes: Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reports, Relief of Stewardship and Liability, Utilization, Maintenance, and Property Closeout Ensures compliance with the V2X Property Control Plan, Performance Work Statement (PWS)/ CDRL’s, Federal Acquisition Regulations (Part 45 and 52.245-1), and other company policies and procedures. Supervisor level management of the fiduciary accounts with the Theater Property and the Installation Property Book Offices ensuring accuracy and compliance of records. Oversees preparation, palletizing, documentation, and deliveries of all cargo (including cargo shipment support for other mission support Contractors) and appropriate documentation to the Logistics Readiness Squadron (LRS) for air and sealift transportation to include classified-package handling. Manages Inventories: 100%, cyclic, random, and sensitive items. Prepare and submit reports to the government providing detailed information on routine and special reports. Oversees the use of longer/extended shelf-life items (including appropriate perishable goods), when possible, to facilitate shipment by sea versus air for downrange food and supplies. Reviews, records, and provides recommendations on all property governance to internal and external stakeholders. Performs data analysis, risk assessments, and resource requirements. Manages and submits required records to include retention, routine, monthly, special, and annual reports. Loads and unloads all cargo (to include SBSS items) from Mission Support aircraft at AAAF and deliver to final destination. Perform duties relating to requesting, receiving, issuing, accountability, and preservation of all government property, and review work for accuracy and compliance with established procedures. Supervisor level management of movement and transport of government property and material. Identify excess government property in the work areas and disposition appropriat Ensures supply discrepancies, inclusive of item, packaging, and documentation errors, discovered during cargo movement operations and attributable to the responsibility of the shipper are reported. Provides air terminal services to include coordination for personnel transportation and lodging and on-loading and off-loading of cargo. Prepares DD Form 1384, Transportation Control Movement Documents (TCMDs) and verify all documentation prior to loading and boarding of the aircraft. Supervisor level management performance evaluations, peer reviews, and performs other duties as required. Material & Equipment Directly Used: Use of computers, laptops, scanners, printers, faxes, network and general office equipment. Material Handling Equipment (MHE). Working Environment: The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level. The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. Indoor and/or outdoor environment with variable weather conditions. Includes some industrial production environment conditions as well. Visual Acuity: The worker is required to have visual acuity to operate motor vehicles and/or heavy equipment. Physical Activities: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Qualifications Minimum Qualifications: High School Diploma. Capable of effectively communicating technical information in English, both written and verbal Must be CAC eligible and/or able to obtain a Common Access Card (CAC) for US Citizen Associate’s degree and two years' experience or High School Diploma and six years' experience. A valid Home Country driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and Host Nation Driver’s License, is required. Preferred to have Certified Professional Property Specialist (CPPS) from the National Property Management Association (NPMA) but not required Education / Certifications: High School Diploma. Capable of effectively communicating technical information in English, both written and verbal Must be CAC eligible and/or able to obtain a Common Access Card (CAC) for US Citizen Associate’s degree and two years' experience or High School Diploma and six years' experience. Must be familiar and able to train with the appropriate FAR, DFAR’s, AF’s (Airforce Regulations), and asset management systems. Proficient with Microsoft Office Suite or related software Strong analytical, problem-solving, verbal, and written communication skills. Strong customer service, interpersonal, and training skills. Strong organizational skills and attention to detail. Strong time management skills with a proven ability to meet deadlines. Ability to prioritize tasks and to delegate them when appropriate.
