Working conditions are in an office environment. Exercises direct supervision over assigned staff. Work Location 100 W Commerce (City Tower), Street Level, San Antonio, Texas 78205 Work Hours 7:45 a.m. - 4:30 p.m., Monday - Friday Essential Job Functions + Performs administrative functions related to supervising, such as counseling and performance evaluations. + Maintains records on all projects and right-of-way agents. + Reviews independent appraiser cost estimates and determines assignment of appraiser to projects. + Monitors the appraisal process with the appraiser by providing landowner information, construction plans, and any other necessary documentation. + Conducts field checks of all new street and/or drainage projects and determines number of parcels to be acquired, touring and performing observations at the locations. + Assigns appraisal reports and provides all documentation needed for final appraisal. + Coordinates with the City Attorney's Office on issues such as eminent domain proceedings, proposals, and preparation of all forms and legal documents. + Develops written reports and presentations using office equipment. + Plots metes and bounds descriptions for tracing property boundaries and reviews surveys for accuracy. + Communicates to staff and other departments, Office of City Attorney, and appraisers directly and by various methods. + Performs related duties and fulfills responsibilities as required. Job Requirements + High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency). + Six (6) years' experience in Right of Way work, real estate, appraisal, negotiation for acquisition, sale, transfer of title, title and/or curative. + One (1) year of lead or supervisory responsibility. + Valid Class 'C' Texas Driver's License. + Any applicant selected for this position must have a background check completed with results satisfactory to the City of San Antonio and successfully complete the City of San Antonio’s Cash-Handling Certification Training. Preferred Qualifications: + Bachelor's degree from an accredited college or university with major coursework in real estate, business or public administration, economics, or a closely related field. + Bilingual (English/Spanish). + ARCGIS experience. + Experience in Right of Way acquisition. + Experience with Appraisal Reviews. + Ability to read surveys. + Familiarity with title curative functions. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. + Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted. Knowledge, Skills, and Abilities + Knowledge of real estate and appraisal principles and procedures. + Knowledge of purchasing rights-of-way and easements. + Knowledge of principles of drafting and layout. + Knowledge of legal and real estate terminology and conditions of titles. + Knowledge of procedures and techniques for correct legal document preparation. + Knowledge of content and format of presentations and reports. + Knowledge of principles and practices of supervision, training, and personnel management. + Ability to read, write, and interpret maps, survey notes, legal descriptions of property, and plot plans. + Ability to communicate clearly and effectively. + Ability to prepare appraisals and review the work of contracted appraisers. + Ability to perform moderately difficult mathematical computations. + Ability to perform the physical requirements of the position with or without accommodations.
