Modern Technology Solutions Inc. (MTSI) is seeking aSeniorRequirements Engineer to provideSystems Engineering, Integration, & Test (SEIT) support to the United States Space Force (USSF) Operational Command and Control (C2) Acquisition Delta responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs) in theSystems Engineering and Technical Advisory (SETA) role.The candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and tocollaborate effectively with cross-functional teams, and a proven problem solver.
Jobresponsibilities will include, but may not be limited to:
Performing requirements decompositionderived from documents such as Joint Requirements Oversight Council (JROC) products (e.g., the Software Initial Capabilities Document for Space C2), headquarters requirements, and guidance memorandumsUsing current best practices for assessing and prioritizing the requirements to ensure they are feasible, clear, and aligned with mission requirements / metrics to development activities such astraceability of JROC requirements to USSPACECOM Design Reference Missions Establishing traceability matrices to track requirements throughout each individual systems lifecycle, ensuring that all requirements are addressed in the final deliverableDocumenting functional and non-functional requirements, use cases, and specificationsAllocating performance specifications and requirements to development activitiesInterfacing and coordinating with stakeholders to ensure technical accuracy and verify correct capture of requirements for inclusion in requirements documentsLiaising between technical teams and non-technical stakeholders to ensure a shared understanding of the requirementsCoordinate and participate in technical meetings, generate requirements products as defined by the customer and stakeholdersWorking with Model Based System Engineer (MBSE) counterparts to trace requirementsValidating requirements through completeness, consistency, validity, realism, ambiguity, and verifiability checksPerforming cross-organization requirements satisfaction assessments, identifying alternative options for closing on total requirements scopeSupporting requirements allocation excursions to include recommending requirement allocation to external parties where appropriateCoordinating requirements allocation and status of delivery against requirements with both internal and external stakeholdersManaging changes to requirements throughout the project lifecycle, ensuring that all stakeholders are informed and that changes are documented and analyzed for impactMaintaining a tracking tool of all ongoing requirements and change requests for leadership situational awarenessUpdating the contents of the requirements database to align with approved database changes, additions, and closuresServing as the secretariat for Requirements Working Groups and supporting Integrated Product Teams (IPTs), maintaining stakeholder rosters, coordinating meeting invitations, arranging for conference room reservations, and documenting meeting minutes and action itemsIdentifying, tracking, and assisting in resolution of action / watch items resulting from the test requirements management processQualifications:
Required Experience:
10 years of relevant DoD/IC or relevant industry work experienceMinimum of 2 years ofworking in Special Access Programs (SAP)and/or TS/SCI environmentMust have extensive requirements development and management experienceDemonstrated experience with management of a database tools (DOORS, Access, Jira, SQL)Demonstrated understanding of systems engineering practices, techniques, and proceduresExtremely motivated individual who is a self-starter and works well in a fast-paced team environmentStrong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teamsExcellent analytical and organizational skills, specifically attention to detail along with effective time and project management skillsExperience with presenting and communicating technical data to various audiences (government and leadership audience experience preferred)Willingness to mentor colleagues and lead brown bag sessionsDesired Experience:
