**JOB PURPOSE** **:**
The Senior Program Manager will lead the successful execution of the Tata US-India Innovation Initiative at the Hoover Institution. The role involves designing, implementing, and managing the Initiative’s key activities to expand and deepen India-US collaboration, dialogue, and innovation.
This Hoover-Tata partnership will establish ongoing programming to facilitate the exchange of ideas, expertise, and talent through regular co-located engagement in India and at the Hoover Institution, Stanford University. The Initiative will serve as a hub for India-US collaboration, dialogue, and the exchange of talent to inform and strengthen bilateral relations across multiple strategic areas
Working under the general direction of faculty and senior Hoover management, the Senior Program Manager will develop, implement, and administer the Initiative’s vision, strategy, and goals. This includes participating in strategic planning, long-range goal setting, and cultivating partnerships in both India and the United States to maximize the Initiative’s impact.
This position will execute the Initiative's strategic vision, coordinate activities such as fellowships, roundtables, summits, and policy seminars, and manage the exchange of scholars, practitioners, and students between India and the United States. The Senior Program Manager will serve as the central point of contact, ensuring seamless coordination between the Hoover Institution, Tata Sons, and internal and external stakeholders, while delivering impactful research, policy recommendations, and program outputs that strengthen bilateral relations.
With a focus on innovation policy, emerging technologies, energy partnerships, talent development, and geopolitical security, the Senior Program Manager will play a pivotal role in advancing the Initiative’s objectives and the program’s impact.
**CORE DUTIES** ***:**
+ · Manage the Initiative by identifying areas of focus and manage key activities aligned with the program’s goals. Conduct outreach to stakeholders across Hoover, Stanford, Tata, academia, policy, and industry, and assign resources strategically to ensure impactful program outcomes. Provide recommendations for Initiative improvements that generate policy dialogues and recommendations.
+ Develop and manage research programs by conducting research activities, including outreach to varied stakeholders within the program, assigning resources and making program improvement recommendations that impact policies and programs. Build and strengthen relationships with development partners, academic institutions, government entities, and private sector stakeholders.
+ Identify, recommend and implement opportunities for new research.
+ Source, collect and analyze data, create reports, review and explain trends; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program or function.
+ Teach and/or assist in the teaching and administration of courses. Develop curriculum. Develop curriculum-rating survey, detailed feedback on courses and make recommendations for preliminary overview and changes.
+ Write and/or edit complex content for proposals, research grants, peer-reviewed publications, and other program activities. Craft content that highlights the achievements and goals of the Initiative, building credibility with internal and external stakeholders, collaborators, and policymakers.
+ Contribute to and inform on strategic program/entity planning and related funding and financial sustainability.
+ May advise students and/or coach/mentor clients.
+ Develop or contribute to outreach strategy related to program communications, development, partnerships, and fundraising/funding.
+ Coach and mentor program staff.

**MINIMUM REQUIREMENTS** **:**
**Education & Experience** :
Bachelor’s degree and three years of relevant experience or combination of education, training, and relevant experience. Advanced degree in a relevant field such as international relations, public policy, or business administration preferred given the complexity of the initiative’s focus area. For jobs with financial responsibilities, experience managing a budget and developing financial plans.
**Knowledge, Skills, and Abilities** :
+ Ability to develop program partnerships and funding sources.
+ Excellent oral, written, and analytical skills, exhibiting fluency in area of specialization.
+ Ability to oversee and direct staff.
+ Basic knowledge of managing budgets and developing financial plans
**Preferred/Desired Knowledge, Skills, and Abilities** :
+ At least three to five years of relevant experience in program management, partnership development, or related fields, preferably within an academic or international policy context.
+ Strong background in managing complex projects involving multiple stakeholders, including academic institutions, government entities, and private-sector partners.
+ Experience in organizing and coordinating high-level events, such as summits, fellowships, or research roundtables.
+ Proven ability to work with international teams and engage with senior-level stakeholders across the US and India.
+ Experience managing a budget, including budget planning, allocation, and tracking, to ensure the efficient use of program funds and financial sustainability.
+ Demonstrated ability to develop financial plans, secure funding, and manage resource allocation to meet program objectives.
+ Willingness to travel domestically and internationally at least twice per year.

**The expected pay range for this position is $116,849-$148,275 per annum.**
