Community Planning & Future Hazards and Conditions PREP Research Associate This position is part of the National Institute of Standards (NIST) Professional Research Experience (PREP) program. NIST recognizes that its research staff may wish to collaborate with researchers on specific projects of mutual interest and thus requires that they be the recipients of a PREP award. The PREP program enables staff from a wide range of backgrounds to work on scientific research in many areas. Researchers become employees of universities identified as part of the PREP Program. In this position, the researcher will perform technical work that supports the scientific research of the collaboration. NIST has long-standing expertise in reducing natural hazard risks and enhancing the resilience of communities and their buildings and infrastructure systems. A senior researcher or faculty member is sought with expertise in community resilience planning and working with community officials to support the development of revisions or a new addendum to the NIST Community Resilience Planning Guide and Playbook (hereafter referred to as the Guide and Playbook, https://www.nist.gov/community-resilience/planning-guide). Since the Guide and Playbook publication, communities across the Nation have taken action to plan for and increase their resilience to natural hazards. Resilience measurement science and practical approaches to measure the resilience of communities and their underlying infrastructure systems has continued to advance. Additionally, communities seek information to address future natural hazards and conditions in community planning. Through this PREP research associate appointment, NIST is continuing to integrate new developments in the measurement of community-scale resilience, the latest developments in disaster resilience community planning practices, and information on future hazards and conditions. The PREP researcher will work with NIST researchers to develop modifications or new addition to published documents that include: (1) new case studies of the application of resilience planning, data, tools, and models, (2) approaches for incorporating leading practices and methods to identify relevant information about future natural hazards and conditions in community resilience planning, (3) latest practices and scientific developments on community-scale resilience measurement science, and (4) approaches to integrate community resilience planning with various types of community planning (e.g., general plans, comprehensive plans, hazard mitigation plans). The work will be informed by NIST workshops held in 2023 and 2024 that focused on how communities are currently addressing planning for future natural hazards (https://doi.org/10.6028/NIST.GCR.24-056). Key responsibilities will include, but are not limited to: - In collaboration with NIST researchers, develop revisions or a new addendum to the NIST Guide and Playbook to address the listed research topics. - Develop materials that describe criteria and recommended processes for community planning. These materials will include example case studies representing multiple locations in the United States. § A master's or PhD degree in urban planning, engineering, or another discipline related to applied community planning or resilience planning. § An excellent record of research, publications, and documented strong communication skills related to urban and resilience planning. § The ability to work both independently and as part of a larger, multi-disciplinary team to achieve project objectives, meet project deadlines and reporting requirements, and help mentor other team members. Preferred Qualifications - A strong background in community engagement and decision-making, community resilience planning, and knowledge of approaches to address future natural hazards and conditions.
