RESPONSIBILITIES:

1. Serves as primary contact for establishing and maintaining positive landowner relationships within the community and works to resolve landowner disputes amicably with the objective of avoiding or minimizing legal action and media attention; interfaces with Governmental & Public Affairs to manage external relationships as necessary.
2. Manages planned encroachments near Company assets to ensure Company assets are protected from mechanical damage and that all rights are preserved; corresponds with excavators, developers and property owners to resolve situations to the satisfaction of all parties involved; interface engineering in the design of required asset modifications. Executes necessary agreements to accommodate approved encroachment projects.
3. Researches and negotiates the purchase of pipeline rights-of-way, surface leases, easements, pipeline extension or additions, and other documents with industrial and commercial businesses, Federal, State and Local agencies and private landowners where required; prepares and procures execution of such instruments; ensures payments are completed.
4. Interprets various agreements and easements and enforces restrictions or rights/privileges to the landowner or field personnel, including incident investigation; grants encroachment variances; interfaces with field personnel, Law and Management on various issues regarding executed agreements.
5. Serves as primary contact for Community Relations, compensation, and claims handling within the Incident Command Structure for Emergency Response efforts.
6. Negotiates and issues damage payments with landowners resulting from pipeline releases or maintenance work; estimates cost of damage; negotiates amount of damage payments.
7. Provides consultative advice in developing Public Awareness information, policies, plans and programs for Company operated and managed assets; provides guidance and technical assistance in organizing and implementing such programs and related procedures; participates in Public Awareness presentations.
8. Searches public and private records; makes investigations and inquiries to satisfy title requirements; Coordinates with Title & Contract in creating and maintaining proper documentation of all contracts, easements and other corporate records as it relates to pipeline access and right-of-way. This includes document and rights research and support to ROW and Operations during incident investigations.

MINIMUM QUALIFICATIONS:
• High School Diploma or equivalent
