Senior Safety, Security and Access Manager (National Position)

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Mae Hong Son, Kanchanaburi and Ratchaburi provinces

Job Overview/Summary: The Senior Safety, Security and Access Manager will ensure the coordination between the Crisis Response, Recovery, Development (CRRD), Resettlement Services Centre programs, country office and the field offices. Act as the security and access focal point to ensure staff safety awareness with the implementation Security Management for IRC management in Thailand. The position holder key responsible for capacity building of Safety and Security focal points. overall management of access and security-related preparedness, prevention, and response for Staff Safety in Thailand.  S/he will work closely with Deputy Director for Operations and Senior Management Team.

Key responsibilities

Actively coordinate and contribute to information exchange both internally and externallyImplement and maintain IRC standard access, security and communications systems and proceduresProvide technical support and advice to management and staff in all officesMonitor and report on incident, access and security developments and trendsParticipate in security-related decision-makingConduct training and development activities in accordance with needs and concerns

Security & Communications Systems

Implement, maintain, and monitor security policy compliance, security systems, policies, and proceduresAssess and maintain access, security and communications in IRC facilities in consultation with management, civil authorities, and technical expertsConduct regular field and program security audits and risk assessments of all field sites; report on findings and recommend improvements to management.

Information Management and Reporting

Provide comprehensive, neutral, and non-partisan access and security information and advice to field and program managementReport on situational developments, risks, and concernsMaintain, and/or facilitate links with existing incident reporting system(s) with all field officesCompile and provide weekly access and security situation reports to IRC managementHold regular security briefings to visitors, new staff for field and program managementCoordinate post-incident information management and actionEnsure up-to-date, accurate access and security information is available at all field sites on a monthly basis with appropriate local language.

Training

Orient and train staff on preventive and reactive systems, policies, and proceduresIdentify need for and coordinate staff training with appropriate internal and external resourcesProvide field training and information on systems, policies, and procedures

Coordination

Establish and maintain relations with aid community, government and all security agenciesFacilitate and participate in-country wide coordinationAttend and actively participate in Provincial or Regional management meetings

Common Duties

Uphold the mission, values, and spirit of IRCFollow and enforce all IRC codes of conduct and policies (worldwide and in-country)Report any violations to appropriate IRC authority, and participate in preventative initiativesActively seek opportunities that will complement ability to fulfil position’s responsibilities as well as further professional development, such as taking part in internal and external trainingsPerform other duties as requested by supervisor

 

Key Working Relationships:

Position Reports to:  Deputy Director, Operations
Position directly supervises: None

Indirect Reporting: Regional Safety & Security Director (management in partnership) Other Internal and/or external contacts: local government agencies, aid community and all security agencies

Internal: Program Coordinators, Field Coordinator

External: Ministry of Labor, Ministry of Interior, Police Bureau and all security agencies

 

Job Requirements:

Education:    

 Bachelor’s degree in political science, social science, international relations with advance degree would be a plus.

Work Experience:   

 minimum 6 years direct security management-related experience is essential. Experiences working with non-profit organizations, familiar with institution donors would be a plus.Experienced and knowledgeable in security and safety-related subjects, threat/risk assessment, security management, and personal and organizational security awarenessCompetency and experience in humanitarian access negotiations and enabling humanitarian space for programsExcellent diplomatic, communication, and reporting skills

Demonstrated Skills and Competencies:

 Proven experience working effectively in complex security environments

Language Skills:

 Fluency in Thai and English (Reference to TOEIC, IELT or other certificates will be preferred)

Certificates or Licenses:

 Security related courses e.g. H.E.A.T if any

Working Environment:  Five days per week with flexible working hours, and frequent travel to field offices is required.
