Reporting to the Supervisor of Procurement, this position is responsible for overseeing assigned commitments under their assigned portfolio to procure materials and/or services for ATCO Electric and affiliated companies. The Sr. Sourcing Specialist is responsible for utilizing considerable independent judgement, strategic sourcing and category management principles, tools, and techniques to align corporate goals, business plans, and internal customer objectives to leverage Electricity spend and global footprint to procure best value for the organization.
Responsibilities:
Lead vendor development/relationships to ensure best in class pricing and price structures, continuity of material, and alignment with internal customer and company goals and strategies. Track and analyze major spend categories and develop / document sourcing strategies and plans. Develop and maintain category spend profiles, collect market intelligence, internal and external stakeholder registries, and vendor risk assessments. Facilitate engagement with cross functional stakeholders as to their respective requirements to ensure those requirements are included in the overall contracting strategies. Work collaboratively with Common Services to identify competitive goods & services suppliers, and other cost savings opportunities. Conduct regular vendor reviews to drive strategic cost management initiatives, in collaboration with internal customers and Supply Chain. Measures vendor performance against key performance indicators and identify opportunities for improvement. Understands the marketplace conditions to ensure long deliveries and price increases are kept at a minimum. Initiates and leads the development of medium to high value competitive bid packages to ensure end user requirements are met while maintaining compliance with laws of competitive bidding. Performs formal bid evaluations, incorporating commercial evaluation and technical evaluation, develops award recommendation and contract summary. Develops and negotiates terms and conditions of contracts and establishes contractual agreements with suppliers/contractors. Manage ongoing agreements and amend as required. Explore and recommend changes in contract templates, process and procedure to reduce workload and increase efficiencies. Proactively generate cost savings through supplier negotiations of existing contracts and competitive bids. Review assigned team members cost savings through supplier negotiations of existing contracts and competitive bids. Issue and review purchase orders in accordance with ATCO Purchase Order approval levels and policies to ensure ethically, legality and completeness and that appropriate terms and conditions are in place, mitigating risk to ATCO. Ensure contractors are on-boarded in compliance with our pre-qualification system Avetta and confirm contractual requirements are met, such as insurance coverage, to avoid risk to ATCO. Identify continuous improvement opportunities with current processes. Provide input into the development of Supply Chain forms, processes and guidelines that meet corporate policies and internal audit requirements. Develop and provide training to functional groups on the use of forms, processes, policies, and audit requirements. Ensures all procurement activities are compliant with corporate procurement policies, procedures, and competitive bidding laws. Ensure all tenders, quotes, changes, etc. comply with the ISO Procurement rules for AESO Direct Assign projects and provide supporting documentation related to AESO Procurement reporting. Resolve contract issues, claims, and disputes quickly and efficiently by negotiating with suppliers to the lowest possible price without creating adversarial relationships that could affect quality, on time delivery of products or services or negatively affect ATCO’s reputation. Answer internal customer inquiries for sources of supply, lead times, pricing, and vendor performance. Counsel internal customers to ensure their practices align with Company business objectives with respect to Procurement. Effectively communicate and coordinate with all internal and external customers, providing superior customer service with respect to contracts, contract administration and invoice verification. Conduct training sessions and/or conferences on Procurement processes, procedures, related strategies, and initiatives. Maintain relationships with all areas of the organization to ensure both internal and external purchasing support, issues and initiates are being coordinated. Coach and mentor intermediate and junior team members on the interpretation and training of purchasing policies, guidelines, and processes. Counsel employees on ethical and professional business practices. Assists with coordinating purchasing activities and balancing workload. Monitor compliance to ensure professional conduct and standards are maintained. Assign day to day workload to assigned team members as appropriate. Develop and provide training to functional groups on the use of forms, processes, policies, and audit requirements. Review formal bid evaluations, commercial evaluation and technical evaluation, reviews award recommendation and contract summary developed by assigned team members. Oversee negotiations and review terms and conditions of contracts, establish contractual agreements with suppliers/contractors developed by assigned team members.Qualifications:
Undergraduate degree in Business, Engineering, Commerce, or an equivalent. Professional SCMP designation is preferred. 5+ years working in Supply Chain operations for energy or manufacturing related Industries. Familiarity with key Supply Chain core processes and overall knowledge of Supply Chain business practices for meeting services delivery. Working knowledge of contract composition, contract law and dispute resolution. Excellent interpersonal communication (both written and oral) skills. Exceptional analytical and problem-solving skills. Impeccable attention to detail. Strong negotiating skills. Effective planning, scheduling, and prioritizing of a heavy/shifting workload.
