Summary:

Assists with database and document management related to all land and right of way efforts. 



Essential Duties and Responsibilities:

  Fully understand, critically review and modify Right of Way (ROW) documents, including pipeline easements, surface site leases/easements, underground storage leases, road access easements, surface deeds, temporary workspace agreements, survey permits, road and railroad permits, environmental agreements, engineering/construction agreements, purchase and sale agreements with exhibits. Due Diligence and Quality Control experience related to all aspects of pipeline ROW ownership documentation, including, granting documents, assignments, mergers, acquisitions, and consolidations. Excellent knowledge of ROW and asset-based computer/database systems, including data entry skills, search and find skills and reporting skills all pertaining to company assets. Perform and critically review real estate title, including surface and minerals, concentrating on pipeline easements and related sites in multiple states. Prepare and review limited title certificates related to pipeline acquisition and construction. Critically review and understand legal descriptions, plats, drawings and pipeline alignment sheets from a legal perspective in multiple states. Understand all aspects of ROW acquisition, construction, maintenance, operations and integrity related to pipelines Provide collaboration and leadership when working as part of a group or team. Develop and provide scopes or work and cost estimates which shall include work cost, labor and expenses. Oversee the efforts and work product of contractors and consultants to ensure the department’s efforts are completed on time and within budget in compliance with Company guidelines.

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

Experience in right of way, real estate and/or related legal industry with a working knowledge of pipeline Right of Way agreements and related real estate transactions, practices, and documentation related to the transportation and storage of hydrocarbons. Bachelor’s degree preferred Ability to read, understand and prepare technical documents, including easements, leases, licenses, maps and drawings, etc. Ability to enter, maintain and retrieve ROW records from land databases quickly and accurately Ability to research property and asset ownership through county real property, district and county court, and Secretary of State records  Possess analytical ability and judgment to determine land rights Knowledgeable of real estate principals, rules and regulations pertaining to ownership and ROW acquisition Excellent written and verbal communication skills Strong computer skills, proficient in Microsoft Office (Word, Outlook, SharePoint, OneDrive, Excel, PowerPoint) and database applications such as SAP, CLSLiNK, Quorum, Landworks or equivalent. A self-starter who will take initiative and who works well with minimum supervision. Must be able to work within a team environment to accomplish organizational goals with the ability to meet priorities and deadlines. Basic understanding of the Texas RRC and FERC requirements as they relate to the transportation and storage of hydrocarbons Ability to multitask Demonstrate a high level of integrity and sensitivity when managing confidential information. Excellent analytical and interpersonal skills.

 

Required experience is commensurate with the selected job level:

The Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 6+ years of relevant job related experience The Senior Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 8+ years of relevant job related experience

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
Usually, normal office working conditions. Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. Occasional overnight travel may be required. Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
