The Boeing Test & Evaluation (BT&E) team is seeking a Senior Strategic Test Capabilities & Advanced Test Operation Manager to join our team in Berkeley, MO or St. Charles, MO. The selected candidate will lead the integration of the new Phantom Works organizations’ Event Generation and Test Execution groups with the advanced testbed capabilities, including strategic capability planning and testbed fleet oversight.  In addition, this position will lead the support of the 757 FTB, Proprietary testbeds and the team that supports Precision Engagement Systems weapons testing. 

Position Responsibilities Include:

Enterprise Capability Leader (ECL) for the Enterprise Test Support Aircraft CapabilityResponsible for fleet operations, capital investments, and repair & maintenance for asset portfolio valued at over $100MDevelop and lead BT&E testbed fleet strategy and planningDevelop and lead integration of BT&E testbed fleet strategyDevelop and execute Maintenance and Airworthiness strategies for Boeing’s large fleet of test support aircraft, which includes a diverse composition of twin turboprops, business jets, rotorcraft, transport category aircraft, and former military aircraft  Lead ongoing modification planning for proprietary program testbedsStandup Experimental Test Maintenance organization and incorporation of Phantom Works assets for test operationsStandup Test Program Manager (TPM) support for Phantom Works Event Generation organizationLead multi-site operations

Basic Qualifications (Required Skills/Experience):

Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science    3+ years of experience in engineering senior management5+ years of experience managing or leading the planning and execution of programs and projects5+ years of experience developing financial Investment plans including capital, repair & maintenance and/or special project funding5+ years of experience performing test planning and execution for programs utilizing test support or test bed aircraft5+ years of experience in Aircraft Maintenance and Aircraft OperationsExperience working with and/or assisting with civil aircraft airworthiness certification (e.g., FAA Forms 337, 8110-3, 8110-12, 8130-3, 8130-6, etc.)

Preferred Qualifications (Desired Skills/Experience):

Master of Science or Doctor of Philosophy in EngineeringTen years or more experience in engineering management5+ years of experience providing civil airworthiness oversight and/or serving in a military airworthiness authority organizationExperience with public versus civil aircraft operations (PAO vs CAO), PAO/CAO determinations, and contractor-owned contractor-operated (COCO) airworthiness assessment processes and proceduresDemonstrated departmental performance to plan experience, including staffing, risk and opportunity identification, and managementDemonstrated success leading teams in a matrix organizationInstrumentation and/or test system development work experienceDiscipline engineer work experience; including support of developmental flight test operationsExperience performing weapon and weapon sensor testingExperience performing advanced data link testingCurrent Commercial or Airline Transport Pilot certification or current/former military aircrew qualification

Summary pay range: $147,000 - $263,000
