Apply expert-level technical knowledge and experience to assignments. Maintain quality control and quality assurance of work produced by staff. **At the Operational and Company Level** + Receive administrative supervision with assignments given only in terms of broad general objectives and limits. Maintain quality control and quality assurance of work produced by staff. + Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance. + Work closely with the Branch Manager or Business Unit leader to manage an engineering team in the office. + Responsible for management of daily plan production of team, schedule, budget, quality control/assurance, collections, and opportunities **Do the Work** + Serve as senior technical consultant to individuals within and outside the organization. + Prepare and direct preparation of calculations, specifications, plans, estimates and reports for projects. + Assist in resolving structural-related construction issues. + Maintain and share up to date knowledge of the latest AASHTO AISC, ACI, ASCE and AWS codes and standards. + Initiate and maintain extensive contacts with key engineers and officials of other organizations and companies, which require skill in persuasion and negotiation of critical issues. + Create and analyze processes, systems and programs related to civil and/or structural engineering field and related sciences and disciplines. + Demonstrate a high degree of creativity, foresight, and mature judgment in anticipating and solving unprecedented engineering complexities, determining program objectives and requirements, organizing programs and projects, and developing standards and guidelines for diverse engineering activities. + Plan, organize, and supervise work of staff/junior engineers or technicians. + Offer technical guidance, review progress, and advise procedural changes as required. + Coordinate the preparation of or develop engineering plans and specifications, coordinate required advertising for bids, review bids and make necessary recommendations based on bids, competency of vendors and consultants and the selection criteria. + Oversee assigned projects to ensure compliance with time and budget parameters for the project. + Review project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans. + Responsible for the monitoring and management of work-in-process, billings, and outstanding accounts receivable collection efforts. + Maintain healthy client relationships and possess solid operational insight for driving projects and executing deliverables. + Maintain and foster close relationships with clients to resolve all project questions including technical requirements, completion requirements and billing inquiries. **Success Metrics and Competencies** + Ability to function as a lead technical Engineer on tasks or project assignments from inception through construction. + Ability to work both independently and within a team environment. + Effective working relationship with internal leaders and peers, as well as external clients. + Highly motivated and problem-solving attitude. + Strong sense of urgency in responding to constituents. + Effective verbal and written communication skills. + Strong work ethic and commitment to quality. + Self-reliance and ability to operate independently with limited direction. + Commitment to promoting the reputation of the company through quality of work. + Effective working relationship with internal leaders and peers, as well as external clients. + Commitment to working in partnership with others inside and outside the organization. + Ability to effectively manage multiple time-sensitive tasks. + Solid understanding of financial reports and metrics. + Data analysis and interpretation skills. **Qualifications** + Bachelor’s degree in structural engineering required at the time of employment. + Master’s degree in civil engineering with emphasis on structural engineering coursework preferred + Registered Professional Engineer in WA or OR Required (or ability to obtain in 3 months) , SE preferred. + Ten or more (10+) years of industry experience required. Experience in structural design, deep foundation, or bridge design is preferred. Strong structural design background is required. Also experience in project management, staff supervision and client relationships. + Demonstrated experience with computer applications and design software such as CsiBridge, WSDOT BridgeLink, MicroStation, AutoCAD, MDX, LEAP etc. + Demonstrated experience with WSDOT, ODOT and AASHTO LRFD bridge design specifications. + Perform structural analyses and studies and prepare written reports or technical memos with findings and recommendations. + Function as a technical expert to guide design consultants and in-house engineers, provide advice to supervisor and upper managers + Experience with reading construction plans. + Valid state driver’s license and ability to successfully complete motor vehicle records check OR a reliable form of transportation to/from office and/or project site preferred. + Successful completion of background check. **Physical Demands and Working Environment** + Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic. + Mobility around an office environment. + Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. + Partially outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards. + Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE). + Some out-of-the-area and overnight travel may be required according to the needs of the business. + Occasional lifting or carrying up to 20 pounds. + Occasional pushing or pulling up to 20 pounds. + Occasional reaching outward or above shoulder. Salary and eligible variable compensation (if any) commensurate with experience.
