Senior Supply Chain Coordinator
The Senior Supply Chain Coordinator (SSCC) is a key member of the Senior Management Team (SMT), contributing to the overall leadership and management of the IRC Syria Country Program. This critical role is responsible for the management of the supply chain team, ensuring the delivery of high-quality, efficient, and effective supply chain services in alignment with IRC principles, donor requirements, and within budgetary constraints. IRC defines Supply Chain as the systems and functions essential for implementing programs successfully, including procurement, logistics, inventory management, property and asset management, and vehicle and fleet management. The SSCC is accountable for designing, planning, executing, and monitoring supply chain activities for the entire Syria Country Program. The SSCC works closely with the Country Director (CD), Deputy Director of Finance, HR Director, Deputy Director of Programs, and other SMT members to ensure that supply chain support is provided in a timely and effective manner. The position focuses on maintaining and improving the performance and quality of the supply chain team, ensuring compliance with IRC policies and donor guidelines. By providing strategic leadership and oversight, the SSCC plays a pivotal role in enabling program delivery across Syria and ensuring that supply chain operations are robust, efficient, and responsive to programmatic needs.  Strategic Planning and Management • Lead continuous assessment of IRC’s supply chain setup and operational needs in Syria, implementing strategic and operational improvements to enhance efficiency, compliance, and cost-effectiveness across the program.• Work with the Senior Management Team (SMT) to ensure the smooth functioning of supply chain services, aligned with program needs, donor guidelines, and IRC principles.• Identify and mitigate potential supply chain risks to ensure seamless program delivery and business continuity.• Develop and monitor the implementation of supply chain commitments in the country strategic action plan.• Ensure thorough supply chain reviews for all new program proposals and maintain an effective supply chain platform.• Contribute to the country operating budget, ensuring the supply chain aligns with financial plans and procurement strategies.• Ensure proper oversight and management of the BIS licensing process for all applicable supply chain activities, working closely with the HQ legal team to ensure compliance with regulatory requirements and donor guidelines.
Coordination and Representation• Represent the IRC Syria supply chain department in interagency meetings, with government entities, and other key stakeholders to strengthen collaboration and compliance.• Establish strong relationships with donors, UN agencies, NGOs, and other relevant actors to promote IRC’s supply chain capabilities.• Maintain rapport with local and national authorities to ensure compliance with laws, customs, and security regulations affecting supply chain operations. Supply Chain Operations and Compliance• Oversee the design, execution, and monitoring of procurement, inventory, asset management, and transportation activities for the Syria Country Program.• Ensure the supply chain team operates efficiently, adheres to IRC global policies, and complies with donor regulations.• Perform national-level reviews of supply chain processes, including procurement, inventory, and asset management systems, identifying areas for improvement and compliance gaps.• Monitor and ensure timely submission of key reports (e.g., Supply Chain Monthly Reports, procurement plans, distribution updates) and recommend corrective actions to address any risks.• Collaborate with the Global Supply Chain team to analyze and mitigate compliance risks and implement corrective action plans from internal or external audits.• Support the rollout and successful implementation of the Integra ERP system for supply chain activities, including pre-deployment, deployment, and post-go-live support.• Coordinate with global and regional teams to ensure alignment and compliance in pharma supply chain practices, engaging external stakeholders where necessary to strengthen IRC’s capabilities• Provide oversight for the pharmaceutical supply chain, ensuring compliance with quality control standards, donor regulations, and local laws. This includes monitoring the procurement, storage, and distribution of pharmaceuticals to align with Good Distribution Practices (GDP) and IRC policies.
Procurement and Vendor Management• Ensure timely and compliant procurement processes that align with IRC standards and donor requirements.• Monitor vendor performance and contract utilization, ensuring value for money and satisfactory service delivery.• Oversee the use of framework agreements for recurring procurement needs to achieve cost savings and efficiency.• Conduct quarterly market surveys and ensure vendor information is securely maintained.• Organize procurement training for supply chain staff, tender committees, and non-supply chain staff where necessary. Inventory and Asset Management• Oversee warehouse operations, ensuring adherence to IRC inventory policies and accurate record-keeping.• Ensure grant closing and year-end inventory reports are prepared and submitted on time.• Conduct regular spot checks on inventory and asset management to maintain accountability.• Manage the safe storage and maintenance of IRC assets, ensuring compliance with asset disposal policies. Vehicles and Transportation Management• Supervise IRC fleet management (if applicable) and transportation services inside Syria, ensuring vehicles meet safety and maintenance standards.• Review fuel consumption and transport efficiency, implementing vehicle tracking systems to optimize movements.• Conduct due diligence on driver selection, contract management, and adherence to IRC transport policies. Capacity Building and Team Leadership• Lead training and development initiatives for supply chain staff, including performance reviews and capacity-building plans.• Provide technical oversight and guidance to field staff to ensure consistency and efficiency in supply chain operations across Syria.• Engage with the partnership department to ensure adequate resources for partner support, including capacity-building initiatives and performance assessments. Compliance and Ethics• Monitor supply chain processes for compliance with IRC policies, donor guidelines, and ethical standards.• Identify and address fraud and corruption red flags, reporting them promptly through IRC mechanisms.• Implement audit corrective action plans and strengthen controls to minimize compliance risks. Staff Performance Management, Learning & Development• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.• Develop and implement remote management capacity building approaches to build the strengths the teams in Syria. • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.• Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.• Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths. • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.• Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
Required Experience/qualification/Skills:  University Degree with a minimum of 7 years of progressive senior management and leadership experience in supply chain or a related field, preferably within an international organization.Demonstrated expertise in managing large, diverse teams and portfolios, with a strong track record of professional growth and success in a senior management role.• Exposure to Humanitarian supply chain management and experience with and INGO is a must.. • Demonstrated success as a Supply Chain leader across all disciplines within supply chain including planning, procurement and logistics• Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, fleet and Transport management, inventory, property and asset management • Familiarity of donors (US government, European, UN) policies and regulations is an asset. • Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units• Strong leadership qualities and willingness to exercise initiative.
