PRIMARY FUNCTION
Lead the design, development, testing, deployment, and enhancement of advanced software and information technology solutions for the Federal Aviation Administration (FAA) Aviation Noise Complaint & Inquiry Response (ANCIR) and Chatbot programs.
ESSENTIAL FUNCTIONS
Develop and maintain IT solutions using Artificial Intelligence (AI) and Natural Language Processing (NLP) for Chatbot systems hosted in the FAA’s AWS environment.
Design, implement, and manage web applications and database systems for public and internal interfaces, ensuring compatibility with FAA-approved configurations.
Perform solution architecture, software design, development, testing, and integration while adhering to Agile development methodologies.
Collaborate with stakeholders to facilitate workshops and document requirements for new system features or enhancements.
Conduct functional and user acceptance testing to ensure system integrity and quality.
Generate detailed project documentation, including risk management plans, traceability matrices, and testing reports.
Lead efforts in UI/UX design to enhance system usability and accessibility.
Plan and implement a comprehensive configuration management program, including creating and maintaining a Software Configuration Management Plan (SCMP).
Manage software change requests, ensuring accurate documentation, impact analysis, and alignment with project goals.
Evaluate and implement change proposals, including Software Change Proposals (SCPs) and Engineering Change Proposals (ECPs).
Develop phased Software Testing Plans (STPs) to identify and correct issues during development, user acceptance testing (UAT), and go-live phases.
Conduct defect remediation and provide detailed Software Test Reports after each testing phase.
Lead UAT and cutover activities, ensuring a smooth transition to production environments.
Conduct software performance and system sizing analysis to enhance performance and scalability.
Deliver comprehensive documentation, including traceability matrices, design descriptions (SDD, SSDD, IDD, etc.), and test plans
KNOWLEDGE, SKILLS, & ABILITIES:
Strong expertise in Artificial Intelligence (AI), Natural Language Processing (NLP), Amazon Web Services (AWS), UI/UX design, and process automation.
Competency with following platforms, tools, and applications is preferred: Jira, MS Teams integration (Service Desk Chat functionality); Mapping, navigation, surveillance; Language / translating and/or communication software; ServiceNow Public Sector Digital Services Pro, and SmartSheet
Experience in conducting training sessions and developing user guides.
Proven track record with designing and implementing Agile-based development projects.
Strong analytical and problem-solving skills, with the ability to manage complex tasks independently.
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Knowledge of FAA-approved software configurations and processes preferred.
Experience with FAA environments or government IT systems is highly desirable.
QUALIFICATIONS:
Bachelor's degree or higher in Engineering, Math, Computer Science, Information Technology, or a related field
Minimum of 15 years of relevant experience in software development, system analysis, and IT solution architecture.
