Senior Systems Engineer

The United States Border Patrol (USBP) is the mobile, uniformed law enforcement arm of the U.S. Customs and Border Protection (CBP) within the Department of Homeland Security (DHS) responsible for securing U.S. borders between ports of entry. The USBP Program Management Office Directorate (PMOD) is responsible for planning, managing and supporting the acquisition and operations of the capabilities, technologies and services needed to accomplish the USBP mission.
As part of an interdisciplinary technical team, the Systems Engineer will apply expertise across a wide range of advanced capabilities such as surveillance platforms, remote sensing, autonomous systems, mobile operations, and field-based communications. The role blends hands-on engineering with field validation, supporting the integration of next-generation technologies into operational use at the tactical edge.
Role and Responsibilities*
Provide full lifecycle systems engineering support to programs and projects, ushering programs through their acquisition lifecycle from Program of Record (PoR) establishment to program awards, deployment, operation, and sustainmentLead or support the development of engineering and project plans including but not limited to the followingSystems Engineering Life Cycle (SELC) Tailoring PlanSystems Engineering Plan (SEP)Integrate Master Schedule (IMS)Test and Evaluation Master Plan (TEMP)Briefings and artifacts in support of SELC technical review gatesIPT and work group chartersLead or support the development of RFP packages including Statement of Objectives (SOO), Program Work Statements (PWS), Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), Interface Control Documents (ICDs), Concept of Operation (CONOPS), and Functional Requirements Documents (FRDs)Evaluate contractor submittals including RFI responses, proposals, white papers, technology demonstration plans, and contract deliverablesSupport the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology and/or systems evaluation effortsPerform technology market research, trade studies, requirements analysis, other engineering investigations, and develop white papers and decision papers as requiredCoordinate and track project activities and status and provide status reporting and recommendations to the customer
Qualifications and Education Requirements*
Bachelor’s degree in Systems Engineering required; Master’s degree is a plus.10+ years of relevant experienceExperience in providing full life cycle systems engineering support to large, complex programsFamiliar with DHS or DoD Acquisition Lifecycle Framework (ALF)Familiar with DHS Systems Engineering Life Cycle (SELC) frameworkExperienced in requirements analysisExperience in developing engineering plans, trade studies, CONOPS documents, and decision papers

All position require eligibility to acquire CBP BI, for which you must be a U.S Citizen. Highly Preferred: Active U.S. Customs and Border Protection (CBP) BIAbility to travel to support site visits and program reviews
