Palladium is seeking a Data Quality and Data Use, Senior Technical Advisor in Timor-Leste for its PROPEL Health project. Position Summary: Senior Technical Advisor Data Quality and Data Use, PROPEL Health Timor-Leste  

Reports to: Country Director, PROPEL Health Timor Leste 

The Data Quality and Data Use, Senior Technical Advisor, based in Dili, Timor-Leste, will support strengthening, development, and institutionalization of monitoring and evaluation and data systems to facilitate capacity building at the central and municipal level to generate and utilize timely and reliable health information for decision-making. The function is key to strengthening the primary healthcare system with specific focus on Family Planning/ Reproductive Health (FP/RH), Maternal, Newborn, Child, and Adolescent Health (MNCAH), and Nutrition. 

Primary Duties and Responsibilities:

Provide technical leadership and expertise in health program monitoring and evaluation, data quality, data analytics, and data use.  In collaboration with MOH M&E and HMIS technical working groups (TWGs), support the finalization of definitions, indicator reference sheets, and reporting procedures/SOPs for priority indicators for FP/RH, MNCAH and nutrition.  Liaises with the key stakeholders, such as the MOH HMIS TWG, to improve and institutionalize capacity building on monitoring and evaluation, data quality, and data use.   Develop and deliver training sessions, workshops, mentoring, and other capacity building activities on topics such as: M&E guidelines, HMIS curriculum, indicator formulation (including updated denominator estimates). Supports the development and implementation of an assessment of the training management information system (TMIS), together with the Human Resource for Health focal point. Collaborate with a broad range of stakeholders to identify data needs, prioritize indicators, and develop and implement data transparency and dissemination plans aligned with program goals and objectives. Establish terms of reference for a municipal level TWG for data use, and together with this group, develop a Situation Room Methodology for data review and use which identifies the root cause of performance problems and incorporate quality improvement methodologies for engaging in corrective action planning.  Mentor staff in this methodology to facilitate Situation Room meetings and prepare data analyses and visualizations for review. Develop strategies to support, scale, and sustain regular Situation Room Meetings. Develop user-friendly data visualization products (dashboard, standard analyses, reports) designed to monitor performance against established targets. Collaborate closely with software development teams to design and implement effective visualizations to promote decision making. Leverage adult learning principles to create interactive data use sessions intended to engage critical thinking skills, encourage accountability, and be highly systematized for ease of replicability. Promote knowledge management efforts aimed at tracking impact of data use strategies. Contributes to the formulation of project strategy and work plans. Contributes to relevant project documentation and reporting. Other duties as assigned by the Country Director. 

 Required Qualifications:

Master’s degree and 5 years of experience, or equivalent combination of education and experience in public health, monitoring and evaluation, statistics, or related field. Knowledge and experience promoting evidence-based decision making within health management or health facility settings Demonstrated skills in building capacity in monitoring and evaluation, data demand and use, data communication, and advocacy for evidence-informed decision making. This includes strong skills in facilitating the interpretation and use of data by program managers. Familiarity with quality improvement models and principles. Familiarity with DHIS2 and related software platforms for surveillance and health data management. Strong skills in data analysis and visualization in Excel and programs such as Power BI and Tableau. Expertise in liaising with government stakeholders and managing diverse, competing priorities. Must have strong oral and written communication skills in English and Tetum.
